About this award
This is a cost-plus-fixed-fee delivery order awarded by NASA's Langley Research Center to The Aerospace Corporation, a federally funded research and development center (FFRDC). The $1,247,977 contract supports the Science Mission Directorate (SMD) by providing training and technical support for the review of AO (Announcement of Opportunity) proposals, assessing heritage risk and proposed mass/power margins, and developing cost estimation processes. The contract does not have a set-aside designation. As an FFRDC, The Aerospace Corporation provides independent technical and scientific research, development, and advisory services to national security space programs and NASA. This contract leverages the company's expertise in areas such as spacecraft design, launch vehicle technologies, and space environment modeling to support critical NASA initiatives across human spaceflight, science, and technology programs.
Description
" maintaining mission operations cost estimation tool (mocet), how to measure level of heritage in complex space systems, and approach to validating proposed mass and power margin " - the scope of this effort is for the contractor to provide training to HQ and additional areas of the NASA science mission directorate (SMD) for technical, management and cost review of SMD announcement of opportunity (AO) proposals, along with providing 1 year of technical support. The effort will also check cost estimate relationships (cers) for consistency on additional missions. Finally, this task will also (i) create a process of assessing risk of proposed heritage items in pre-phase a and phase-a, (II) create a process to validate proposed mass and power, contingency, and margin in pre-phase a and phase-a, and (III) develop a concept for estimating NASA standard WBS 4, 7, and 9 costs for the pre-phase e time period.
