Description
The vision 100 act established a mandate for the next generation air transportation system (NEXTGEN) initiative to achieve the goals of accommodating a significant increase in demand for air transportation, accommodate all users, and improve aviation safety. To manage these efforts, the vision 100 act created the joint planning and development office (JPDO). The safety working group is one of nine JPDO working groups. The safety working group is responsible for developing a number of JPDO products, including a national aviation safety strategic plan (NASSP), a standard for JPDO member-agency safety management systems (SMS), and the concept of operation for information sharing among the JPDO member agencies for safety risk management. Implementing the NASSP strategies will require their incorporation into the plans of other JPDO working groups. The strategies associated with airborne systems will logically be implemented in the plans of the aircraft working group. Most of the strategies associated with ground-based systems logically integrate into the air navigation services or airport working groups plans. The next generation air transportation system integrated plan requires each working group to coordinate their work with the safety working group to establish a comprehensive, proactive safety management approach as an element of fulfilling their mission. The safety working group must coordinate with the other working groups to ensure the strategies identified are represented appropriately in their plans. The purpose of this task is to support NASA S contribution to the JPDO safety working group in the following six areas: 1) safety technical analysis team (STAT) standing committee leadership and analyses: lead the working group S STAT standing committee which has in its charter to analyze specific NEXTGEN concept elements; 2) safety issues collection, analysis, and database creation: issue a data call for worldwide safety issues and analyze them for creation of the safety issues database V2.0; 3) national aviation safety strategic plan (NASSP) analysis and documentation: analyze alignment of the NASSP to current and potential NEXTGEN safety issues and update the plan as appropriate; 4) analysis and JPDO product development: participate as liaison to other JPDO working groups to develop safety analysis, research, and development requirements, and to coordinate safety assessments of proposed operational improvements and capabilities; and, 5) analysis and JPDO product development: contribute to JPDO products such as the integrated work plan (IWP) and NEXTGEN concept of operations. 6) JPDO operational improvement mapping: provide assistance to the NASA aviation safety analysis team in their task of mapping JPDO operational improvements to the aviation safety program (AVSP) research portfolio elements.
