Description

The goal of this task is to create a defendable, historical driven, risk identification checklist for projects to use during their JCL analysis at KDP-c specifically, as well as provide benchmark for other specific timeframes in the projects lifecycle generally. The ambition of this task is limited to the identification and stratification of historic risks; hence, this task does not specifically address the risk impacts from a cost and schedule perspective. Conduct a literary review on existing research with regards to previous work performed on identifying and stratifying historical risk lists. The purpose of the literary review is to ensure that all previous lessons learned are accounted for before addressing the below actions. 1. Conduct a data survey of NASA data, including cadre, cadre supporting documentation, redstar data, and other pertinent data sources . The purpose of the data collection activity is to provide the foundation for the risk identification supporting checklist. If the proposer has another methodology that does not require the collection of this data, please state in the proposal. 2. The contractor shall develop a comprehensive checklist of possible known and unknown risks affecting projects at various key decision points (kdps) from the data collected. 3. The contractor shall identify a stratification scheme for the abovementioned checklist that easily communicates to the project management community. 4. Contractor shall develop and recommend a methodology for the government to collect future project information and periodically update the risk identification supporting checklist. 5. Contractor shall work with OOE/CAD in identifying a pathfinder mission to perform a comprehensive analysis of how and when risks get identified, mitigated, and encumbered throughout the development of the mission. For scope purposes, assume maven is the pathfinder mission.
