Description
NASA has been implementing joint confidence level (JCL) since 2009. JCL formal policy, as written in NPR 7120.5E, states that projects are required to perform a JCL with the intent that projects come in at 70% confidence. This 70% confidence is loosely based on work performed by CAD to understand the portfolio effect of funding projects probabilistically with only respect to cost. Study would build on existing work to parametrically investigate the effect of funding projects at different confidence levels to examine if there is an optimal confidence level to fund a portfolio of missions. 1. Contractor shall perform portfolio analysis on 3 hypothetical portfolios. A. Portfolio that is characteristic of current environment b. Portfolio that is flagship centric c. Portfolio where projects are all projects are relativity equal in size 2. Contractor shall use the sand chart tool, an existing methodology developed for portfolio assessments, to model portfolios that would be varied parametrically from 50% to 90% in 5% increments to determine which project confidence level posture performs the best portfolio effect. Portfolio effects will be measured as follows: a. Equal content, variable cost: cost to implement all total portfolio b. Equal content, variable time: time to launch total portfolio c. Equal time, variable content: number of missions launched in a x year period d. Program volatility: percentage of time that missions exceed the 15% cost growth or 6-month schedule growth threshold breach requirement 3. Contractor shall examine (3) various program/directorate reserve strategies. This task is similar to task 2, with the augmentation that there would be a directorate bank that would hold values between a protect confidence level and the allocated funding confidence level. The strategies will be measured consistently as task 2.
