This requirement is for continued/follow-on organizational support and assistance in setting up and making functional the space environment test assets group (setag). Support shall include working with the specified groups, setting up and facilitating meetings, drafting and finalizing and presenting studies/briefings relating to space environmental test facilities (thermal vacuum chambers (TVC s), vibration and acoustic chambers, clean rooms, etc.). Setag will aid the agency to achieve these objectives, and at the same time reduce costs, increase effectiveness and maintain mission critical test capability. The setag alliance group will aid the agency to achieve the agency mission and objectives by ensuring the continuous availability of a portfolio of NASA owned technical capability to include ground test facilities and flight operations/test infrastructure which are strategically important to meeting national aerospace program goals and requirements. The contractor shall: demonstrate a high level of program management and organizational experience to include expertise in all technical aspects of tvac, accoustic and vibration chambers, and associated clean rooms. Past or current direct experience with the setag is recommended. The contractor shall set up (interface with the technical manager(s)) to develop an agenda, and facilitate meetings at the request of the technical manager(s ) identified in paragraph 5. Working with the alliance members, draft, update and finalize a basic business plan/strategic vision ensuring objectives cited in each charter are met. The contractor shall provide organizational support and assistance to ensure continued success of the setag. Although some meetings may be conducted via telecom, webex, or video teleconferencing, (which will preclude travel), travel to meeting locations a minimum of three (3) times for a period of one (1) to four (4) days will be required. The contractor shall also provide general administrative support, e.g. interface with NASA HQ, NASA center(s), and facility/real property representatives, and develop/update NASA s aerospace technical facility inventory (atfi).
