PROCUREMENT OF THE CSIRO DISTRIBUTED MULTI AGENT SYSTEM NETWORK
Added: Jun 17, 2010 8:35 pm NASA/DFRC has a requirement for use of Australia's Commonwealth Scientific andIndustrial Research Organisations (CSIRO) distributed multi-agent system networkincluding the electronic control, data acquisition and processing system. NASA/DFRC intends to procure operational support of CSIROs system network to use inDFRCs development and demonstration of a structural health monitoring system for thermalprotection systems (TPS). This system network incorporates CSIRO-proprietary topology,sensors and networks and is able to interface with an optical fiber Bragg grating (FBG)system developed by NASA-DFRC. This effort constitutes a continuation of previouscollaboration with CSIRO starting in 2001 and is critically based on previous specificadvances made by CSIRO in the development of its proprietary architecture. DFRC envisions leveraging the developments from the earlier NASA/CSIRO work on structuralhealth monitoring to create an integrated system demonstration on large scale aerospacevehicle thermal protection structures, in particular on the development of a distributedmulti-agent system demonstrator for impact detection and damage characterization. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 30, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed. Added: Oct 21, 2010 8:34 pm Structural Health Monitoring systems are envisaged to provide two criticallyimportant capabilities for the health monitoring of future aerospace vehicles: detectingstructural damage and performing comprehensive structural monitoring. The goal of thiswork is to bring together in a consistent topology, technological approaches developed byNASA Dryden Flight Research Center (DFRC) and Australia's Commonwealth Scientific andIndustrial Research Organisation (CSIRO) in an integrated system demonstration on largescale aerospace vehicle structures. This is a continuation of efforts tough previouscontracts with NASA to utilize innovations based on technologies developed by CSIRO. This research and development activity will develop and demonstrate a structural healthmonitoring system for thermal protection systems (TPS) that incorporates piezoelectricacoustic emission (AE) sensors to detect the occurrence and location of damaging impacts,and an optical fiber Bragg grating (FBG) sensor network to evaluate the effect ofdetected damage on the thermal conductivity of the TPS material.
