About this award

This is a cost-plus-award-fee task order contract awarded by the NASA Armstrong Flight Research Center (AFRC) to Jacobs Technology Inc., a subsidiary of Jacobs Engineering Group Inc. The contract provides technical services to support the Subscale Flight Research Lab and related projects at AFRC. Key elements include meeting safety requirements, supporting risk management, designing and operating subscale flight research vehicles, and interfacing with engineers and technicians. The contract has a ceiling value of $1,708,769.00 and a period of performance through January 31, 2018. It is not associated with a set-aside program. The work aligns with AFRC's engineering and technical services for flight research and development. Jacobs Engineering Group Inc. is the parent company of the prime contractor and has extensive experience providing technical, engineering, and professional services to federal agencies.

Description

Task order no. NND15RR29T subscale flight research historically the subscale flight research lab (model shop) been used as an incubator to allow for the rapid prototyping, development, and testing of unique aerodynamic configurations ranging from low-speed testing of advanced hypersonic shapes to simple, proof-of-concept hand-launched gliders. Instrumentation used to characterize the performance of these vehicles can range from simple video documentation, to sophisticated real-time miniature data acquisition and telemetry downlink systems. Flights have also been conducted for test technique development of data systems or sensors. Operational concepts have varied from controlling the vehicles using conventional R/C systems flown from the ground with visual feedback to conducting missions from within a ground control station using a traditional stick and rudder ground based cockpit with the control signals being telemetered up to/down from the research vehicle. More recently sophisticated autonomous control algorithms designed to prevent the unintended flight of a vehicle into terrain have been tested efficiently using these types of test systems and operations. This task provides for technical services to support the subscale flight research lab and its related projects at the NASA armstrong flight research center (AFRC). Key elements of this work include: supporting and meeting agency and center safety requirements, including ground safety, flight safety, and range safety requirements; supporting the center and projects risk management and approval process; test vehicle design, fabrication, assembly, integration, test, development, maintenance, and operation of subscale flight research vehicles, including the design and specification of R/C control and flight management systems, procurement of necessary components and systems; piloting, training, and safety pilot services during training flights of AFRC UAS pilots; and interfacing with engineers, technicians, and other support personnel.
