THE CONTRACTOR SHALL PROVIDE THE ENGINEERING DEVELOPMENT, MECHANICAL DESIGN, SPECIFICATIONS, TOLERANCES, INSTRUMENTATION PLAN, FLAP DESIGN AND ACTUATION SYSTEM, QUALITY ASSURANCE AND INSPECTION REQUIREMENTS REQUIRED TO DEVELOP A FABRICATION BID PACKAGE FOR THE CONSTRUCTION OF THE THREE MODELS. THE CONTACTOR SHALL WORK WITH THE NASA/ILLINOIS NRA RESEARCH TEAM IN ORDER TO FACILITATE COMMUNICATION OF MODEL GEOMETRY AND TESTING REQUIREMENTS. THE CONTRACTOR SHALL APPLY ITS EXPERTISE IN AIRFRAME DESIGN/MANUFACTURING AND ITS EXPERTISE IN ICING-TUNNEL MODEL DESIGN/MANUFACTURING TO GUIDE THE DEVELOPMENT OF THESE MODELS FROM CONCEPTUAL DESIGN AND SIZING TO FABRICATION READINESS. THE CONTRACTOR SHALL DEVELOP A COST ESTIMATE TO FABRICATE AND DELIVER THE THREE MODELS TO THE NASA IRT FOR TESTING. ALL ENGINEERING INFORMATION SUCH AS DRAWINGS, SKETCHES, SPECIFICATIONS, TOLERANCES AND COMPONENT DESCRIPTIONS, SHALL BE PROVIDED TO THE GOVERNMENT. THE CONTRACTOR SHALL ALSO PROVIDE A DETAILED BREAKDOWN OF THEIR COST ESTIMATE INCLUDING CATEGORIES FOR MANUFACTURING DESIGN, STRUCTURAL ANALYSIS, INSPECTION, INSTRUMENTATION AND OVERSIGHT/MANAGEMENT.
