Questions and Answers: 1. Is it possible to bid on just the CLINs relevant to Japan or do we need pricing for all CLINs? - Only one award is intended and only providing a response on some CLINs would render a proposal incomplete. A multiple award contract may not be appropriate for this effort. A determination may be made at the close of this solicitation. 2. Are there any controls, rules or clauses pertaining to the manufacturer of the product coming in direct contact with your office? - The Government has no control, rules, or clauses pertaining to any manufacturer coming into direct contact with our office. There are no such clauses or direction in the solicitation. Note that this solicitation is a 100% small business set-aside where the stands are being requested on a Brand Name Part Number or Equal basis. Equal is defined in the salient characteristics and FAR 11.104 defines the procedures used for this process. 3. Will copies of the technical drawings be made available? What are the specs for the stand? - Technical drawings are not available. Please see the salient characteristics as outlined in the written solicitation starting on page 4. 4. What is the specific/required NEMA Enclosure Type under the NFPA 70 electrical requirements? - The specific/required NEMA Enclosure Type under the NFPA 70 electrical requirements is Type 3 or greater. 5. With the understanding that the preferred delivery time is 90 days after receipt of award - What is the quantity that will coincide and be evaluated with this preferred delivery time? - The maximum quantities identified in the solicitation for each CLIN represents the Government's best estimate of the most probable quantities of anticipated order(s) during that specified ordering period. The CLIN maximum quantities outlined below do not impose absolute quantity limits for each ordering period. The solicitation states on page 54 at PART B SPECIFIC INSTRUCTIONS: Volume 1: Price: "The unit pricing shall include shipping and be proposed F.O.B Destination. Foreign Military Sales items are F.O.B. Origin." It then indicates NTE shipping amounts for these items. a. What is the Government's intent with respect to the shipping costs for item numbers other than the FMS (NTE amounts or included in item price)? - Due to the concern on pricing F.O.B Destination CLINs for unknown shipping locations, separate CLINs have been established for each general area. OCONUS shipments are the only CLINs with NTE amounts for evaluation purposes only. Please use the NTE amounts in your proposal to ensure an even playing field for all potential responses. CONUS CLINS are separate and should be priced by East coast or West coast shipments based on each potential responder's location. b. If the answer is to use the NTE amounts only - What will the process be for invoicing and payment? •- A transportation account code will not be applicable for F.O.B Destination. Actual quotes/invoices must be provided to confirm shipping for each individual order once shipping locations are determined for OCONUS CLINs prior to award. 7. Considering the ongoing pricing volatility of materials used in the fabrication process for these stands - Will the Government consider implementing an Economic Price Adjustment (EPA) provision? - The Government is not confident the market cost is too volatile or unpredictable to procure the stands with a fixed price contract in which an equitable adjustment can be made if necessary. If the actual contract cost is less than the actual work, a request for equitable adjustment can be made, providing the actual vendor quotes to determine the appropriate adjustment needed to the contract. If the awardee disagrees and believes the Government should consider use of the EPA provision/clause, we can request assistance from DCMA and DCAA to determine appropriateness. 8. Can you let us know what is in SPRS for our company or let us know when we can contact to get this information (or can we see it ourselves somewhere in the system)? - SPRS is a DoD only application to assist in evaluating contractor performance. Only users with a Public Key Infrastructure (PKI) Certificate/CAC will be allowed access. All Awardee/Contractors are required to have PKI certificates to log into SPRS. If you do not currently have a PKI certificate, please go to the "PKI Information" page for instruction on how to obtain at https://www.sprs.csd.disa.mil/. The past performance assessment is performed upon receipt and review of a proposal response. Specific information pertaining to this evaluation may be provided during a requested debrief. 9. Will an extension to the solicitation be granted? - A two-week extension is being granted. This solicitation will close 30 November 2018.
