Added: Jul 13, 2010 12:44 pm SPAWAR Systems Center Pacific (SPAWAR SSC Pacific) intends to negotiate asole-source, indefinite-delivery/indefinite-quantity contract with URS Group,Inc., San Francisco, CA, for a follow-on contract to N66001-05-D-5025 whichexpires 27 September 2010. This contract will provide continued planning, development and implementationof improvements to the Navy's Very Low Frequency / Low Frequency (VLF/LF)broadcast communications systems. The Fixed Submarine Broadcast System(FSBS) Antennas Program of Record that supports the VLF/LF Antennas locatedat 10 sites worldwide, used for one-way communications to U.S. submarinesoperating below periscope depth. SPAWAR SSC Pacific, Code 55420, is thedesignated PMW-770 FSBS Antenna In-Service Engineering Agent (ISEA) and isresponsible for executing the applicable in-service engineering services as itrelates to Radio Frequency (RF) hardware components for the Antennasthemselves and rooftop of the Helix Tuning House co-located at each antennasite. The FSBS Antennas project also performs site upgrades and variousresearch and development efforts to improve the VLF/LF communicationstechnology. Under this effort URS is to provide technical support, maintenance,and improvements to these VLF/LF submarine communications transmissionsites. The VLF/LF antenna systems have been in operation for over 25 yearsand their Radio Frequency (RF) hardware components have surpassed theirintended lifecycle and therefore require regular maintenance, replacement, andupgrades to preserve the FSBS broadcast reliability. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) andFAR 6.302-1, Only one responsible source and no other supplies or services willsatisfy agency requirements. No two of the ten VLF/LF transmit antenna sites are configured identically asthey were all built with different specifications and - in some cases -utilizingtowers originally configured to broadcast other types of signals. Therefore,thestructural, mechanical, and electrical engineering work is site specific anddoesnot lend itself to standardized maintenance or configuration managementsolutions. The learning curve gained by URS over the last 10 years hastherefore become invaluable to the FSBS program. For example, the URSteam played a significant role in development of the standard composite feed-though bushing, which was assembled and tested at the EBHVTF and recentlyinstalled at NRTF Lualualei, Hawaii in March 2010. While the contractor hadexperience with installing the new composite bushing at LF Niscemi, Italy andLF Awase, Okinawa, each of these tee sites were configured differently witespects to its helix tuning house and tower feed connections. Moreimportantly, Hawaii utilizes a two-tower broadcast design while Okinawa andItaly utilize a one-tower design. In order to accomplish these installations,URSrequired a thorough understanding of the engineering design principles behindboth kinds of VLF broadcast stations (1-tower vs. 2-tower designs aresignificantly different) and site specific understanding of each one. Severalmore sites will require custom built solutions for new composite feed-thoughbushings in the next five years such as the feed-tough bushings in CutlerMaine that require a special 60 Hz pass tough capability to allow thermalheatgenerated by the electricity to melt ice on each antenna panel. Integral to the tasking on this requirement is the ability to continually testdevelopmental RF components at the SSC Pacific Edgar Beauchamp HighVoltage Test Facility (EBHVTF) located in Dixon, California. The EBHVTF is theonly facility available in the world with the capability to test antennahardwarecomponents at the high voltages and high currents at Navy bands in VLF (14-30 kHz) and LF (30-160 kHz) ranges. A team of individuals at URS were thecontractors that built the EBHVTF facility and currently retains the most-up-to-date, firsthand knowledge of how the transmitter and test cells are configuredfor high current/high voltage RF components as well as on-the-air broadcasts. This notice of intent is not a request for competitive proposals. Interestedparties may identify their interest and capability to respond to therequirementor submit proposals. Information received will normally be considered solelyforthe purpose of determining whether to conduct a competitive procurement. Adetermination by the Government to compete the proposed contract basedupon responses to this notice is solely within the discretion of theGovernment. The applicable North American Industry Classification System (NAICS) Code is541990, and the size standard is $7M. The anticipated period of performancewill be approximately five years.
