Award Notice 3/3 12/7/15, 12:45 PM Non-Skid Removal and Application Support
The Mid-Atlantic Regional Maintenance Center (MARMC) has a requirement for Non-skid removal and application support. The contractor shall provide management, administrative and production services, materials, tools, equipment, and required support to accomplish removal of old deck covering and underlayment, including rubber base if present. The contract shall utilize abrasive blast, ultra high pressure water jet, and power tools to clean decks, prepare surfaces, apply primer coatings, and install new non-skid deck covering onboard U.S. Navy or other military type vessels, including submarines. A Sources Sought Notice was posted on 24 November 2014 referencing solicitation number N50054-15-R-0004. Based on the results of the Sources Sought Notice and other market research conducted, MARMC has determined that this requirement will be set aside for small business concerns. A DD2579 documenting this decision has been approved by the Small Business Specialist. In addition, this procurement will utilize the policies and procedures of FAR Part 15 "Contracting by Negotiation". The applicable NAICS code is 336611 (Ship Building and Repairing) with a small business size standard of 1,000. Contractors that are interested in this procurement may send an e-mail providing all point of contact information (company name and address, primary and secondary points of contact, telephone phone number, and e-mail addresses) to MARMC_NRKF_411_PROCUREMENT@navy.mil and subsequently will receive a courtesy notification when the solicitation is posted. The proposed acquisition will be a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed-Priced contract. The period of performance for the resulting contract will be for one (1) twelve-month base period with four (4) twelve-month option periods. All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via FEDBIZOPPS at http://www.fedbizopps.gov on or around 23 July 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; MARMC will not issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any U.S. federal agency. Failure to self-certify may be grounds for the U.S. Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and tough final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
