The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, intends to solicit and award a sole source, Firm Fixed-Price, Indefinite-Delivery, Indefinite Quantity (IDIQ) requirement type contract to Arne Freefall Solutions under FAR Part 12, Acquisition of Commercial Products and Commercial Services; FAR Part 15, Contracting by Negotiation; and FAR Subpart 16.5, Indefinite-Delivery Contracts in accordance with 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. This service contract is for Air Proficiency/ Sustainment Operations Services in support of U.S. Navy Explosive Ordnance Disposal Group Two (EODGRU TWO). THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code for this acquisition is 611620, Sports and Recreation Instruction; with a size standard of $9,000,000. The anticipated PSC is U099. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. This office will no longer issue hard copy solicitations. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to the System for Award Management (SAM) website, SAM.gov. A complete RFP package will be available for download on or about 3 May 2023. All offers shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and tough final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Request for Information (RFI) / Sources Sought Notice Pursuant to FAR clause 52.215-3 entitled “Request for Information or Solicitation for Planning Purposes,” this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experienced sources to provide Air Proficiency/Sustainment Operations Services to Explosive Ordnance Disposal Explosive Ordnance Disposal Group Two (EODGRU TWO), Navy Expeditionary Combat Command (NECC), as defined in the attached draft Performance Work Statement (PWS). This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. Scope EODGRU TWO requires Air Proficiency/Sustainment Operations Services.
