This is not a solicitation or request for quotes or proposals and no contract or purchase order will be awarded from this notice. The NAVSUP Fleet Logistics Center Norfolk (FLCN), Norfolk VA, intends to issue a multiple award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contract in accordance with FAR Part 15 procedures, to obtain non-personal Husbanding Services for U.S. Ships (USS) and U.S. Naval Ships (USNS), to include the Military Sealift Command and United States Coast Guard, visiting non-U.S. Navy ports located along the West Coast Continental united States; Mexico; East Coast of Canada; Commonwealth of the Northern Mariana Islands; Bermuda; Caribbean; Central America; Panama; and South America. The solicitation will be issued as a Request for Proposal (RFP) under full and open competition under the solicitation number: N00189-17-R-0040. The applicable North American Industry Classification System (NAICS) for these requirements is 488310 with a Size Standard of $38.5 million. The corresponding Federal Supply Code (FSC) is V228. The solicitation shall be issued on or around 26 September 2017. Potential offerors are hereby notified that the solicitations and subsequent amendments to the solicitations will only be available by downloading the documents at http://www.neco.navy.mil and http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. By submitting a proposal the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database prior to award.
