NAVSEA has established and maintains automated information systems to facilitate and manage the complex and extensive SBIR/STTR processes, activities, actions, notifications, and documents critical to the NAVSEA SBIR/STTR processes. Those systems provide automatic notices, with instructions, of needed actions; management of required and associated process documents; and review and approval of requests and documents. Automation includes contract funding requests, document release requests, proposal evaluation and selection, contract modification requests, Commercialization Readiness Program requests, No Cost Extension requests, DD 254 requests, document release requests, reach-back request, and proposal requests, among others. In addition, NAVSEA is required to use DOD, Navy, Contracting, and other information systems in the execution of the SBIR/STTR Program. The NAVSEA SBIR/STTR Program must control access to the information systems it uses, and must adapt systems as requirements and processes change. The contractor shall have expertise, knowledge, and capability in information systems (SharePoint) to support maintaining, updating, troubleshooting, developing, and implementing automated processes; including logging, monitoring, and tracking of documents, actions, and activities; for the NAVSEA SBIR/STTR Program. The contractor shall support maintaining, adapting, streamlining, facilitating, and expediting NAVSEA SBIR/STTR process through information and data systems. These systems are vital to effective and efficient NAVSEA SBIR/STTR Program execution and management. The contractor shall ensure access control to protect sensitive information and ensure compliance with cybersecurity requirements. Activities and actions related to information and data systems must be logged, monitored, and tracked to ensure timely updates, change implementation, and access review and approval. Logging, monitoring, and tracking are usually accomplished via DoD, Navy, and NAVSEA information and data systems.
