VA Class Canister EB Weld and Fabrication
Naval Surface Warfare Center, Carderock Division (NSWCCD) is issuing Request for Proposal (RFP) N00167-19-R-0010 for the electron beam welding and final machining of a variety of nickel aluminum bronze canister (NAB) configurations in support of the Virginia-class Propulsor Manufacturing Program. The required supply shall be provided in accordance with the information contained in the attached solicitation and any/all associated specifications, revisions, and/or attachments. The Government anticipates award of a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of a five year ordering period. This procurement is being solicited on an unrestricted basis under North American Industry Classification System (NAICS) Code 336611 - "Ship Building and Repairing" with an associated Small Business Size Standard of 1,250 employees. Offers will be evaluated in accordance with the solicitation. The RFP is available unlocked as part of this announcement. The remaining documents (drawings and attachments) are locked. The locked documents are ONLY available to contractors with an approved Joint Certification Program (JCP) DD Form 2345. Firms must be approved on https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. Contractors must have the JCP clearance loaded into FBO and request access tough FBO to be granted approval. Offerors wishing to submit a quotation are responsible for downloading their own copy of the RFP from the FBO website and to frequently monitor the FBO site for any amendments to the RFP. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time identified for receipt of quotations may render the Offeror's submission unacceptable and result in rejection at the same time. Offerors are solely responsible for all expenses or expenditures associated with submitting a response to this request. The Naval Surface Warfare Center Carderock Division (NSWCCD) Advanced Propulsor Management Office (NSWCCD Code 807) intends to host an Industry Day on Thursday, 04 April, 2019 at NSWCCD in West Bethesda, MD beginning at 8:00 AM EST, see Attachments 1 (agenda) and 2 (NSWCCD Base Map). The intent is to allow US Department of Defense (DOD) Contractors an opportunity to discuss design drawings, Electron Beam welding and production workflow for a variety of nickel aluminum bronze (NAB) canister configurations for the Virginia (VA) Class propulsor manufacturing program. Design drawings will be available for viewing, however contain Distribution Statement 'C' information. Therefore, to be in accordance with DoD Directive 5230.25 (Withholding of Unclassified Technical Data from Public Disclosure) participants must be a US DoD Contractor with a Defense Logistics Agency (DLA) DD Form 2345 (Military Critical Technical Data Agreement) approved and on file. Contractors eligible to attend shall submit an approved DD Form 2345 and for each contractor personnel submit Attachment 3 (SECNAV 5512/1) as soon as possible but not later than 28 March 2019. Participants must possess a fully adjudicated personnel clearance (PCL) of at least CONFIDENTIAL. Submit a Joint Personnel Adjudication System (JPAS) request to SMO Code N001675, cite the reason as "VCS Plug Production", and list the POC identified in Attachment 3 Block 25. Utilize electronic transmittal via encrypted email or the Safe Access File Exchange at https://safe.amrdec.army.mil/; a guest account is available from the main page.
