Naval Surface Warfare Center, Carderock Division (NSWCCD) is issuing Request for Quotation (RFQ) N00167-19-Q-0023 for the fabrication of nickel aluminum bronze canister (NAB) configurations in support of the Virginia-class propulsor manufacturing program. The required supply shall be provided in accordance with the information contained in the attached solicitation and any/all associated specifications, revisions, and/or attachments. This requirement is being issued as a combined synopsis/solicitation for commercial items in accordance with FAR Part 12 and FAR Part 13, as supplemented with additional information included in the RFQ. The Government anticipates award of a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract consisting of a five year ordering period. This procurement is being solicited on an unrestricted basis under North American Industry Classification System (NAICS) Code 336611 - "Ship Building and Repairing" with an associated Small Business Size Standard of 1,250 employees. Offers will be evaluated on the basis of Lowest Price, Technically Acceptable offer. The RFQ is available unlocked as part of this announcement. The remaining documents (drawings and attachments) are locked. The locked documents are ONLY available to contractors with an approved Joint Certification Program (JCP) DD Form 2345. Firms must be approved on https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. Contractors must have the JCP clearance loaded into FBO and request access tough FBO to be granted approval. Offerors wishing to submit a quotation are responsible for downloading their own copy of the RFQ from the FBO website and to frequently monitor the FBO site for any amendments to the RFQ. No telephone or fax requests for the RFQ package will be accepted. Failure to respond to the electronically posted RFQ and associated amendments prior to the date and time identified for receipt of quotations may render the Offeror's submission unacceptable and result in rejection at the same time. Offerors are solely responsible for all expenses or expenditures associated with submitting a response to this request. This Request for Information (RFI) is in support of market research being conducted by the Naval Surface Warfare Center Carderock Division (NSWCCD) to identify sources for the potential for business participation, the capabilities of large and small business entities, and standard industry practices in the preparation of soliciting an anticipated Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity contract. The purpose of this posting is to provide the DRAFT Statement of Work (SOW) for industry review/comment for the upcoming solicitation to procure machining services for the fabrication of nickel aluminum bronze (NAB) canisters for the Virginia-Class propulsor manufacturing program. The Government anticipates making a future acquisition determination based on responses received from both small and large businesses that indicate an interest and have the capability to perform the required effort. All responses will be reviewed and the information will be utilized to assist the Government in making a determination regarding the utilization of a Small Business/Socioeconomic Set-Aside conducted per the regulatory requirements FAR Part 19 - Small Business Programs, in addition to the other procurement strategy decisions. It is anticipated that the requirement will be assigned and solicited under North American Industry Classification (NAICS) Code 332 - "Fabricated Metal Product Manufacturing" / 332721 "Precision Turned Product Manufacturing". The Government intends on soliciting a five year, single award Firm Fixed Price Indefinite Delivery, Indefinite Quantity contract. To meet programmatic needs, any interested source shall be able to machine a minimum of 5,000 canister piece parts per year. Responses to this RFI shall be submitted electronically to patricia.folts@navy.mil and abeer.ameer@navy.mil by 12:00 PM Eastern Standard Time on 7 December 2018 and contain the following information: 1. Company capability Statement / Description of your technical capabilities and experience in potentially meeting the requirements identified in the Statement of Work. 6. Any comments on proposed delivery schedule and/or potential barriers to proposing on this effort. Drawings are included in this announcement for firms with an approved and valid DD Form 2345. No response will be provided to questions/comments submitted and respondents will not be notified of the results. All responses will be reviewed by the Government for consideration when revisions are incorporated into the SOW prior to solicitation of a formal RFQ.
