SOLE SOURCE – AN/ALQ-240, AN/ALQ-218, & ALQ-99 Power Supply Repair
The Department of the Navy Naval Sea Systems Command awarded contract N0016423DWS64 to Crane Electronics Inc. on a sole-source basis for test, teardown, evaluation, and repair services for power supplies supporting airborne electronic attack systems on May 28, 2026. An amended justification increased the contract ceiling by $247,453, bringing the total IDIQ contract value from $645,000 to $892,453.
The justification cites 10 U.S.C. § 3204(a)(1) and rests on Crane Electronics Inc. being the original equipment manufacturer with proprietary rights to technical data packages for the AN/ALQ-240, AN/ALQ-218, and AN/ALQ-99 power supply systems. The Government does not own complete Level III Technical Data Packages, and alternative sources would require 3–5 years for validation and incur substantial duplication costs estimated between $3.546 million and $23.157 million depending on the system. An amended synopsis was issued on SAM.gov on February 25, 2026, with a closing date of March 12, 2026; no responses were received. The contract covers repairs for WRA-1 Power Supply, WRA-9 Power Supply, associated Shop Replaceable Assemblies, and Universal Exciter Upgrade Power Supply 1, supporting the Airborne Electronic Attack Division Repair Depot, Navy Fleet Assets, AEA Fleet Support Team Laboratory Assets, and Foreign Military Sales Assets. Funding extends from FY23 through FY28, with actual obligations through FY25 totaling $498,777 and estimated future obligations of $393,676. The Naval Surface Warfare Center, Crane Division issued the original justification and approval on June 14, 2022, with the amended justification approved on March 31, 2026.
