Added: Jan 08, 2010 12:22 pm This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a five year Basic Ordering Agreement (BOA) with Nortop Grumman Systems, 10 Norden Place, Norwalk CT 06855-1452. The BOA will have a ceiling in the estimated amount of $11,253,847. The BOA may include Job Orders in accordance with the Statement of Work for the following: spares, repairs, upgrades, and/or system support services of the HC/KC/C-130J AN/APN-241 Low Power Color Radar (LPCR) system. The orders issued will be for the support of the HC/KC/C-130J aircraft programs. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the system. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Mr. Michael Allen, Code CXMNWM at Tel: (812)854-8714 or email: michael.t.allen1@navy.mil. Reference the above solicitation number when responding to this notice.
