This Sources Sought notice is being posted to satisfy the requirement of DFARS PGI 206.302-1. The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to issue a sole source contract to DCS Corporation, Lexington Park, Maryland, for the development and delivery of WASP Legacy software. This effort will procure WASP Version 5.2. WASP is an automated weapon and store loading and delivery planning certified as a permanent flight clearance application that is necessary for the USN/USMC F/A-18 aircrafts to maintain currency. DCS Corporation has developed and delivered all WASP versions, both U.S. and FMS, in a component-based evolutionary acquisition and has generated extensive, applied, knowledge-based experience and proficiency with the WASP code, database tier design and structure of WASP applications used by the Fleet community. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement is based upon responses to this notice and is solely within the discretion of the Government. The Government will not pay for any responses received. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. The Naval Air Systems Command (NAVAIR) intends to issue a sole source Cost-Plus Fixed Fee (CPFF) delivery order (DO) under Basic Ordering Agreement (BOA) N00019-20-G-0001 to DCS Corporation (DCS) for the effort described in the following paragraph. Under this DO, DCS will develop and deliver the WASP 5.2 Major Build and WASP 5.2.1, 5.2.2, and 5.2.3 Minor Updates applications for F-18 platforms. This version of WASP shall also incorporate any technical data updates as designated by the Government. This contract is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1, only one responsible source and no other services will satisfy agency requirements. DCS has developed and delivered all WASP versions, both U.S. and FMS, in a component-based evolutionary acquisition. DCS has generated extensive, applied, knowledge-based experience and proficiency with the WASP code, database tier design and structure of WASP applications used by the Fleet community. Selection of a contractor other than DCS would result in substantial duplication of cost to the Government that is not expected to be recovered tough competition, as well as unacceptable impacts to schedule and performance. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a delivery order for the effort mentioned above. The U.S. Naval Air Systems Command (NAVAIR) issued a sole-source Cost-Plus Fixed Fee (CPFF) delivery order under a Basic Ordering Agreement (BOA) contract to DCS Corporation for the development and delivery of the WASP 5.2 Major and associated Minor Applications. DCS Corporation was selected as the sole-source provider due to its extensive experience and proficiency with the WASP code, database, and application structure. The total contract value is $6,871,922. This is not a solicitation, and there are no commitments by the government to issue any further solicitations or make additional awards.
