The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to competitively award a Historical Underutilized Business (HUB) Zone set-aside Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Competitive Five Year Multiple Award Contract (MAC) for the production, and/or refurbishment and/or retrofitting of Metal Weapons Containers. This is an update to the pre-solicitation noticed published 10 February 2020 and the pre-solicitation notice posted under the Solicitation Number: PID #: N00019-22-RFPREQ-PMA-201-0007, Title: Metal Weapons Containers including Miniature Air Launch Decoy-Navy (MALD-N) Containers and Twin Lug Laser Guided Training Rounds (TLLGTR) Containers published 31 January 2020. Interested HUB zone firms may identify their interest and capability by responding to the requirement. NAVAIR intends to issue a DRAFT Request for Proposal (RFP) by 19 May 2020 to HUB Zone firms who have responded to this or previous notices. The DRAFT RFP will be sent directly tough DOD Safe. The purpose of issuing this DRAFT RFP is to receive comments/questions from interested HUB vendors. Comments/questions in response to the draft RFP shall be sent to Marianne.Wild@navy.mil no later than 5:00 eastern time 2 June 2020. NAVAIR intends to issue the final RFP on or before the end of the third quarter of FY 20 (30 June 2020). The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to proceed with a HUB competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. THIS IS A NOTICE OF RESPONSE TO A SOLICITATION QUESTION: This procurement is 100% set aside for Historically Underutilized Businesses. The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to competitively award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Five Year Multiple Award Contract (MAC) for the production, and/or refurbishment and/or retrofitting of Metal Weapons Containers. Please see the following question and answer: Question: On Section L, Paragraph 8.2.8 2) b states, “ As stated in Attachment L-4, the reference will complete this form and return it directly to the Government by the solicitation closing date.” However on the form on page 89 of 102 we sent to the past performance buyer it states the following on the form. With being said they think they have 2 weeks to get this to you. "In order for our team to compile its evaluation, we request that you complete the attached survey form andemail it, and any other pertinent information within 2 weeks from receipt to Contract SpecialistMarianne.Wild@navy.mil" Response: Your proposal and any parts of the proposal are due no later than 27 July 2020 5:00 Eastern Time; however, survey responses received after proposal receipt will be considered for evaluation purposes. The following questions were asked by potential offerors and the following answers are provided to all offerors: Question 1/2: 1. What is the due date and time for proposals? 2. Is there a due date for submission? Response to Question 1 & 2: 27 July 2020, 5:00 PM Eastern Daylight Time, New York, USA is the Proposal Due Date for: RFP N00019-20-R-0043, Multiple Award Contract (MAC) For The Production, And/Or Refurbishment And/Or Retrofitting Of Metal Weapons Containers, AND Fair Opportunity Proposal Request N68335-21-RFPREQ-PMA-201-0022, Delivery Order For Laser Guided Training Round (LGTR) Shipping And Storage Container, Guided Missile P/N 3454as100, CNU-571/E Containers. Question 3: Cybersecurity Maturity Model Certification (CMMC) and compliance of NIST SP 800-171 has been the standard for securing and controlling documentation for contractors of this type of products. Please confirm that the government requires contractors to implement an information Security Program that complies with DoDM 5200.01. Response to Question 3: RFP N00019-20-R-0043, ATTACHMENT (2), Statement of Work For the Production, Refurbishment and/or Retrofit of Metal Shipping and Storage Containers dated 15 June 2020, Paragraph 3.6 SECURITY REQUIREMENTS states, “The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information, to control distribution of controlled unclassified information, and to prevent inadvertent compilation of information from becoming classified information in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), DoDM 5200.01 Vol 1 & 4 and SECNAV M-5510.36B. All Contractor facilities shall provide an appropriate means of storage for controlled unclassified information and materials. All controlled unclassified information shall be appropriately identified and marked as For Official Use Only in accordance with DoDM 5200.01, Information Security Program: Controlled Unclassified Information (CUI) Volume 4 (enclosure 3).” Question 4: Section 3.6 states that all deliverables will be unclassified which is common for this type of Solicitation, but then a requirement for all contractor personnel to have a favorably adjudicated Tier-3 investigation is called out in the same paragraph. Is it your expectation that all employees meet this requirement? Will all personnel have to be cleared prior to performing any work on this contract? How long are we given to accomplish processing everyone for approval? Response to Question 4: RFP N00019-20-R-0043, ATTACHMENT (2), Statement of Work For the Production, Refurbishment and/or Retrofit of Metal Shipping and Storage Containers dated 15 June 2020, Paragraph 3.6 SECURITY REQUIREMENTS speaks to the requirements for personnel working under this contract and states, “All Contractor personnel must be eligible to perform Non-Critical Sensitive work as defined by SECNAV M-5510.30. All Contractor personnel are required to have a favorably adjudicated Tier-3 investigation from the Office of Personnel Management. The Contractor shall submit a request for personnel security investigation to the Government Security Office. The Government Security Office shall initiate the Contractor's Electronic Questionnaire for Investigations Processing (eQIP)), shall do a preliminary screening of the Contractor's eQIP for suitability and derogatory information. The Contractor employee shall provide all requested information pursuant to the Privacy Act of 1974. THIS IS A NOTICE OF RESPONSE TO SOLICITATION QUESTIONS: This procurement is 100% set aside for Historically Underutilized Businesses. The Naval Air System Command (NAVAIR), Patuxent River, Maryland, intends to competitively award a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Five Year Multiple Award Contract (MAC) for the production, and/or refurbishment and/or retrofitting of Metal Weapons Containers. The following questions were asked by a potential offerors and the following answers are provided to all offerors: Question: Section L, Part A, paragraph 1.0 refers to a Manufacturing Plan and a Quality Plan “required as part of the proposal”. However, they do not appear in Table 2 Proposal Format. Please clarify. Answer: Amendment 0002 was issued as a result of this question and provided to offerors via email and DoD SAFE. This amendment clarifies that the Quality Assurance Plan and the Manufacturing Plan are not required to be submitted as part of the proposal. The proposal due date is not changed as a result of this amendment. Under Section L, - Instructions, Conditions and Notices to Bidders, paragraph 1.0 GENERAL, the following sentence is hereby changed, From: Each offeror receiving an award under the MAC will receive a onetime payment of $1,000 for costs associated with the Quality Assurance Plan and the Manufacturing Plan required as part of the proposal. Question: “We are not sure what the instruction for submission is saying”: 2.2.1 Electronic Proposal Media Paragraph 1, “ 24 hours prior to your planned submission day/time.” Paragraph 2, “This must be complete 24 hours before the proposal receipt due time and date.” Does this mean “at least 24 hours” or “within 24 hours” of submission? Does this mean the request for drop off must occur on Sunday 26 July 2020 5:00 PM Eastern Time?” Answer: In regards to the 24 hour notification for DOD SAFE invitation to submit proposals, a DODSAFE invitation is required to be provided by a Government POC in order to submit proposals. The due date and time for submission of proposals is 27 July 2020 no later than 5PM Eastern Time. So, the time to request the DOD Safe invitation and the time to receive your invitation must be considered when submitting your proposal. If the DOD SAFE request is not received by 5PM on 26 July (24 hours before the due date/time) it will not make your proposal ineligible for award, however if your proposal is not received by 5PM Eastern Time on 27 July, that will make your proposal ineligible for award. You may send your request for DoD Safe invitation prior to 24 hours. You may send the request for a DoD SAFE invitation now. The Government cannot guarantee that the DODSAFE invitation will be sent to you in time to submit your proposal unless the request is sent AT LEAST 24 hours prior to the submission time. Question: “I would like to request clarification regarding section 8.2.8 and attachment L-4. Are the offerors to submit the L-4 attachments after being filled out by the customers to you or are the customers to submit it directly to you?” Answer: Section L, Paragraph 8.2.8 2) b states, “ As stated in Attachment L-4, the reference will complete this form and return it directly to the Government by the solicitation closing date.” Question: “Section 2.1.7 requests that offerors submit volumes as 1 file, but this is contradictory of the file names requests provided in Amendment 01. I would like to submit whichever way the Government would prefer. Can you please advise if you would prefer 1 file per volume or individual files as laid out in amendment 01.” Answer: Amendment 01 would take precedent as to how the proposal are to be submitted.
