Added: Feb 22, 2010 4:51 pm The purpose of this synopsis is to notify interested parties that the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide rotary wing transportation services for CENTCOMs area of responsibility (AOR) in Afghanistan. A mixture of medium, heavy and super-heavy lift rotary wing aircraft will be needed to fulfill airlift requirements. Estimated quantity is for a total of 18 helicopters. The period of performance will be a base year plus 4 option periods. Offeror must be a FAA 135 and 133 or equivalent CAA regulation certified aircraft carrier, be eligible to be DoD Approved and be able to transport both passengers and/or cargo (to include sling load). Services to be provided under the PWS include rotary wing transport of Class 1-X supplies, U.S. Mail, and passengers. All aircraft shall be operated by two pilots rated in the type, design and series for the aircraft being flown. A DRAFT Request for Proposal (RFP) will be available on Federal Business Opportunities on or about 15 March 2010. USTRANSCOM/Acquisition Directorate will host a Pre-Solicitation Briefing for the upcoming solicitation (HTC711-10-R-R001). The briefing will be held at Scott AFB, Illinois on Thursday, 4 March 2010 from 8:30 am to 11:00 am CST at Rockwell Hall, Bldg P-10, Room B206. Following the Pre-Solicitation Briefing, Individual Carrier Meetings will be available starting at 12:00 pm CST, in 30 minute intervals. Carriers will be limited to no more than 2 representatives, as space is limited. Carriers must identify their intention to attend the Pre-Solicitation Briefing no later than 25 February 2010 to ensure adequate seating capacity and base access. The Government reserves the right to limit participation to one carrier representative if necessary. Please submit questions to elaine.hayes@ustranscom.mil or fax to 618-256-6419 no later than 28 February 2010, 12:00 pm CST. Questions submitted will be addressed first, however, if time permits, additional questions may be addressed at the briefing. There will also be an opportunity to submit questions after the briefing. The NAICS code is 481211. A Request for Proposal (RFP) will be available on Federal Business Opportunities on or about 26 March 2010. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ.
