This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSSS01-13-Q-0267, and is being issued as a request for quote. This solicitation document and incorporated provisions and clauses are those in effect tough Federal Acquisition Circular 05-69. This requirement is 100% set-aside for total small business concerns. The North American Industry Classification System (NAICS) is 313310 with a small business size standard of 1000 employees.The United States Secret Service is seeking to purchase the Saratoga Permeable NBC Protective Clothing that is a specialized protective garment that will provide the protection in a chemical and biological (CB) compromised environment. The Government intends to award a five-year BPA. This solicitation is brand name or equal (Saratoga Protective Under/Over garments). Orders will be placed by delivery order against the BPA. The resulting BPA is targeted to be awarded by 30 September 2013.Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at the Federal Business Opportunities Website at http://www.fbo.gov. The DUNS is used to verify that the vendor is in SAM. By submitting a proposal, the Offeror acknowledges the Government requirement to be in the System for Award Management (SAM) database prior to award of any contract. The Taxpayer Identification Number is necessary for electronic payment.4) FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. EVALUATION FACTORSThe Government will award a contract resulting from this solicitation to the lowest price technically acceptable offer. To be technically acceptable the substitute product must meet the following specifications:a. The garment must maximize the body's cooling capability and reduce thermal burden. b. This garment must provide a level of protection from chemical warfare agents specified in MIL-C-29462 dated April 15, 1992.c. The garment system must consist of a front opening coat with an integral hood and separate trousers with an adjustable waist equal to the brand name garment. d. The garment must consist of a two-layer fabric system comprised of liquid repellant nylon/cotton outer shell and an activated carbon liner equal to the brand name garment.e. The coat must have an olive/green color outer fabric and the trousers must have a khaki/brown color outer fabric.f. The integrated hood must be able to be interfaced with the Scott Safety FRR. g. The garment must be comprised of a materiel system that is soft, flexible, and thin so that is can be worn as a fitted duty uniform equal to the brand name garment.h. The garment must be able to be laundered at least 4 times.Each line item will be evaluated separately. Substitute items will go tough an evaluation process. Steps in the evaluation and award of this acquisition, which is subject to the Buy American Act, are as follows:1. All offers found to unacceptable shall be eliminated. Reasons for being found unacceptable include: nonresponsive, debarred or suspended, prohibited source, or products which are submitted that fail to meet field testing evaluation for equivalency. 2. If the low offer is a foreign offer and there are domestic offers, the foreign offer will be increased by an evaluation preference factor of 12 percent.a. If the evaluated price of the low foreign offer remains less than the lowest domestic offer, award will be made to the low foreign offer.b. If the price of the lowest domestic offer is less than the evaluated price of the low foreign offer, award will be made to the lowest domestic offer.c. If a tie results between a domestic offer and a foreign offer, award will be made to the domestic offerIV.
