Protective Security Officer (PSO) Services
Added: Oct 12, 2012 8:15 am The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) intend to acquire, under a total Service-Disabled Veteran-Owned (SDVO) small business set-aside, protective security officer services at the following locations in Washington, D.C.: 400 Virginia Avenue SW, 409 3rd Street SW, 300 7th Street SW, and 2041 MLK Jr. Boulevard SE. As an integral component of the Federal Protective Service (FPS) security effort, the contractor shall provide and maintain all management, supervision, human power, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish protective security officer services at these locations. This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12. It is anticipated that a single award, fixed price, indefinite quantity, indefinite delivery type contract will be established as a result of the solicitation. The contract will consist of a five year ordering period and a six month optional ordering period pursuant to FAR 52.217-8. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. The RFP shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation, RFP # HSHQEC-13-R-00001, will be released to the Federal Business Opportunities website on or about October 25, 2012. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.sam.gov) in the System for Award Management(SAM). A Pre-Proposal Conference will be conducted at the DHS OPO office in Philadelphia on November 1, 2012, at 10:00am. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to a summary of the evaluation criteria: explanation of relevant past performance, supervisory post exhibit, teaming arrangement, etc. Attendance is not mandatory, but it is strongly encouraged. For questions regarding this announcement, please contact John C. Hofmann, Contract Specialist, who can be reached via telephone at (215)531-3108 or via email at john.c.hofmann@ice.dhs.gov.The FedBizOpps staff is not authorized to determine the classification code for any FedBizOpps notice. Since a misclassified contract action fails to notify the firms most likely to respond and therefore may violate the Competition in Contracting Act (CICA), the contracting officer is held responsible for correctly classifying a FedBizOpps notice. A misclassified contracting action must be corrected and re-synopsized in FedBizOpps. Detailed classification codes are available on the FedBizOpps website at: http://FedBizOpps.gov.
