About this award

The Department of Homeland Security U.S. Coast Guard awarded a $440,179.00 cost-plus-fixed-fee delivery order to The Mitre Corporation, a non-profit research and development organization, to investigate and develop methods for the Coast Guard to detect, report, and counter GPS interference. This task order builds on previous work performed for the DHS Science and Technology Directorate's First Responders Group, Position Navigation and Timing Program, aimed at addressing vulnerabilities in GPS, which is critical infrastructure supporting maritime transportation, port operations, and Coast Guard missions. The task order is not associated with a larger contract vehicle and does not have a set-aside designation.

Description

Hssedi task order supporting "countering GPS interference" project 2218 UID 13. GPS has become critical infrastructure, supporting all phases of marine transportation, port operations and coast guard missions. GPS is proven vulnerable to signal disruption due to the low power levels from the satellites 20,200 KM in space. This interference, including intentional denial of service (JAMMING) and hacking with deliberately misleading information (SPOOFING) can directly impact maritime operations. GPS technology is critical to the maritime transportation system and coast guard operations. GPS is easily interfered with using purpose-built JAMMING and GPS spoofers as well as by malfunctioning electronics. These deliberate false signals are generated using low cost readily available equipment. The hssedi has done significant work in this area funded by DHS S & T. This tasking is to take the concepts previously developed and apply them to the maritime environment and USCG platforms. The scope of this task order is to investigate and develop methods for the coast guard to detect, report and counter GPS interference. This task order is intended to build on work performed for DHS S & T first responders group, position navigation and timing program.
