Overhaul and Parts for Wind Speed and Direction Transmitters and Indicators
Added: Nov 30, 2015 10:35 am The Department of Homeland Security, U.S. Coast Guard Surface Forces Logistics Center, has a requirement for qualified sources to procure parts and overhaul services for Coast Guard owned Belfort Wind Speed and Direction Transmitters and Indicators. These Wind Speed and Direction Transmitters and Indicators are installed onboard the 378 foot WHEC, 270 foot and 210 foot WMEC, and 140 foot WTGB and are used to monitor wind speed and direction which is used for navigation purposes and during flight deck operations. The SFLC intends to overhaul/repair/purchase various quantities of these Wind Speed and Direction Transmitters and Indicators per year.All parts used during the overhaul process must be genuine parts from the Original Equipment Manufacturer (OEM). Remanufactured, substitutes, or aftermarket parts shall not be acceptable. The Coast Guard does not own the rights to the technical data necessary to evaluate other parts. It is the Government's belief that only Belfort Instrument Company, the Original Equipment Manufacturer (OEM) can provide these parts and ensure exact form, fit, and function, with existing equipment. All technical and engineering data is proprietary to the OEM and therefore is not available for release. A Parts list is attached to this Sources Sought for your review.Information submitted must include (1) Complete and current engineering data to demonstrate the capability of the Offeror; (2) acceptability of the offered parts (i.e., salient physical, functional, and performance characteristics) and/or (3) Data that the offered parts have been satisfactorily manufactured by Belfort Instrument Company , the Original Equipment Manufacturer. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements.The NAICS code is 334519.Period of Performance: It is anticipated that a firm fixed-priced requirements contract will be awarded with one base and four option years.Place of Performance: At the prospective contractor's facility.Your response must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with telephone numbers; (c) past performance references including points of contact and telephone numbers. At least two references are requested, but more are desirable.This is a Request for Information (RFI). Proposals are not being requested at this time. Inquiries/information received after the established deadline may be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Added: Aug 22, 2016 3:19 pm The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC), Long Range Enforcer Product Line (LREPL) will utilize other than full and open competition to award a contract to Belfort Instrument Company. Belfort Instrument Company located at 1727 South Wolfe Street, Baltimore, MD 21231-3513, is the original equipment manufacturer (OEM) and the only known source for the overhaul of Coast Guard owned Belfort Wind Speed and Direction Transmitters and Indicators.The USCG doesn't possess all designs and technical data to overhaul the Belfort Wind Speed and Direction Transmitters and Indicators and market research has determined no other capable source. Therefore, the USCG intends to solicit and negotiate with only the OEM, Belfort Instrument Company.Interested parties are invited to submit responses, as market research information for future services, no later than the response date. The responses shall include the following information: (1) Your companies ability to repair/overhaul similar items. (2) Access to required OEM technical data and parts, including written confirmation from Belfort Instrument Company that the necessary proprietary information will be made available to the interested party, or a demonstration that the third party already possess all required proprietary information, (3) any past performance information relating to Belfort Wind Speed and Direction Transmitters and Indicators overhauls. Responses must include sufficient information to allow the Government to evaluate the information for future acquisitions.This notice is not a request for proposals or quotes. However, all responses received within the response date will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the USCG. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements.
