Description

The department of homeland security (DHS), U.S. Customs and border protection (CBP), office of human resources management (HRM), benefits, medical & worklife division (BM & W) seeks to solicit the services of a health and human services-certified, forensic drug testing laboratory for its drug-free workplace program (DFWP). Executive order 12564, signed into law on september 15, 1986, by president ronald reagan, established the goal of a drug-free workforce, and mandated that all federal employees refrain from illegal and illicit drug use as a condition of employment. In accordance with executive order 12564 and section 503 of public law 100-71, the department of health and human services (HHS) promulgates mandatory guidelines for the federal drug-free work place program. In accordance with HHS mandatory guidelines for federal workplace drug testing programs, CBP conducts drug testing on employees in safety sensitive positions under the following circumstances: random testing, reasonable suspicion of drug use, pre-employment testing, post-accident or unsafe practice, voluntary, and as follow-up to counseling or rehabilitation. Federal agencies drug test candidates tentatively selected to occupy sensitive positions in accordance with the mandatory guidelines set forth by HHS. The number of candidates subject to drug testing varies each year.
