PURPOSE: The Washington Headquarters Services (WHS) is conducting market research to assess capability among small disadvantaged businesses under NAICS code 236220 for providing design-build, bid-build construction services for new construction/renovation projects. The work will be performed at the Pentagon and other site locations that include, but not limited to District of Columbia, Maryland, Virginia, and Pennsylvania. It is anticipated that the majority of the work will be performed at the Pentagon Reservation located in Arlington, VAThe Government intends to award up to five Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts. Task orders will range between $300,000 and $10,000,000. Future construction and renovation requirements for the Pentagon reservation and alternate sites are anticipated at a rough order of magnitude of upwards of $50 million total per year for all contracts under the MACC.DESCRIPTION OF WORK: Types of projects may include but are not limited to the renovation and new construction of commercial and industrial buildings, sustainment, restoration, and modernization of existing facilities and infrastructures, furniture, fixtures, and equipment, energy management controls as necessary to provide turnkey construction solutions, as well as renovation and/or installation of mechanical, electrical, and plumbing systems and exterior work, to include concrete and limestone installation or repair, and asphalt paving. Personnel support must possess expertise in all areas of construction management,which includes, but not limited to: carpentry, roofing, excavation, interior and exterior electrical, plumbing, HVAC, painting, demolition, concrete masonry, project management, quality control, safety management, and administrative management. Material support will generally include supplies and equipment used in minor construction involving general office buildings and industrial plants.In support of design-build projects, capable firms must possess in-house personnel or employ the services of Lead Architect-Engineering (A-E) Design Firm(s) to develop and certify construction design documents that addresses all engineering disciplines that may be required for construction workAt a minimum, capable firms must possess a DoD Industrial Security Facility Clearance at SECRET level. Personnel that will be designated to supervise and escort internal personnel or subcontractors within DoD facilities must be US citizens and also possess at a minimum, a SECRET security clearance.HISTORICAL WORKLOAD: The table below provides information regarding historical workload levels based on the existing Multiple Award Construction Contract that has been administered by WHS since 2008. The majority of these projects were design-build construction requirements. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue task orders to the contractor. Award of task orders will be on a firm fixed price basis.AWARD INFORMATION:Selection for award will be based on evaluation of the following: Factor 1: Past Performance; Factor 2: Technical; and Factor 3: Price. Factor 1 and Factor 2 are equal importance. Factors 1 and 2 combined are significantly more important than Factor 3. The Government fully intends to evaluate proposals and award the contract without discussions with offerors; therefore, proposals should be submitted initially on the most favorable terms.ADDITIONAL INFORMATION:Term of contract: Each of the resulting contracts will be for a base year of 12 months (or less, as determined by the Contracting Officer if the maximum contract amount is ordered by the Government).Options: Each contract contains four (4) 12-month options for a total maximum duration of 60 months or estimated maximum dollar value (see below), whichever occurs first. Amounts: The maximum dollar value, including the base year and all options, for all contracts combined is $300,000,000.Task Orders: After the award of the initial contracts, each awardee shall be given a fair opportunity to be considered for each Task Order, except under those circumstances described in the contract.Task Order Limitations: Task orders will range between $300,000 and $10,000,000. Task Orders may fall below or above this limit; however contractors are not obligated to accept such task orders under the general terms of the contract.Minimum Guarantee: The Government makes no representation as to the number of Task Orders or actual amount of work to be ordered, however, during the term of the contract, a minimum of $10,000 is guaranteed to each awardee and is applicable to the base year only.
