o 5.4.4.2.1 Subtask 2-A Project-Level Solution Engineering Services The subcontractor shall provide solution engineering services for projects executed by the OCIO. These services may include end-to-end solution engineering support so that IT projects achieve their goals through a systematic application of technical and operational expertise. In general, solution engineering must consider technical, operational, and business perspectives in envisioning how the project fits the overall goals of ACF. The subcontractor shall bring such a context to bear during the implementation of solutions. The subcontractor shall provide personnel with the skills and experience to engineer solutions for on-premise environments and cloud environments. The subcontractor shall include experts who have experience in designing and implementing in the primary cloud service models: Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS). The subcontractor shall help fulfill this role by providing services related to three activity areas aligned to the EA function: ▪ Activity Area 1: Solution architecture ▪ Activity Area 2: Requirements elaboration ▪ Activity Area 3: Assessment, evaluation, and recommendation of solutions to technical problems The subcontractor shall provide a team of technically-minded system engineers not business analysts or business architects. o Subtask 2-A, Activity Area 1: Solution Architecture To deliver Solution Architecture support successfully, the subcontractor shall advance and support activities including (but not limited to): 1. Coordinate with vendors or with the project manager to devise a solution; this solution would be implemented within Operations (handoff to SSD Service Delivery Branch). 2. Engineer solutions (e.g., network, VTC, components) that resolve existing ACF problems. 3. Provide operations-oriented solutions (expanding on conceptual architectures provided by PSP EA) that encompass all layers of the technical solution (Infrastructure, Data, Application, and Interface). 4. Identify opportunities for leveraging FedRAMP-approved cloud solutions as part of the overall design; upon approval, complete system designs, incorporating cloud solutions appropriately. 5. Develop project-level solution architecture views. 6. Perform functional and technical integration during the development of software. This shall include functional integration that provides the appropriate business orchestration required to meet the needs and requirements of the ACF IT project. The subcontractor will include a conceptual plan for integration regarding, but not limited to, components, services, and data across the software development life cycle. 7. Identify data requirements, prepare data models, and create data views as necessary to support development and validation activities. 8. Ensure project-specific EA administration. Implementation approaches should be designed to achieve To-Be states. This would include: (a) Project-specific EA artifacts in support of ACF Governance Framework gate reviews (b) Maintaining project EA documentation as projects progress toward the To- Be state (c) Contributing detailed designs and artifacts to projects as needed, to ensure solutions are clear and well documented. 9. Ensure detailed system-level configuration management, tracking of changes, and project releases and reporting of these changes at the most recent TRB. o Subtask 2-A, Activity Area 2: Requirements Elaboration To execute Requirements Elaboration successfully, the subcontractor shall advance and support activities including (but not limited to): 1. Provide expertise in the analysis of both functional and non-functional requirements. This may include the systematic and hierarchical decomposition from high-level to detailed requirements and from functional to technical and operational requirements.
