The Department of Defense Education Activity (DoDEA), is a Federally operated school system, responsible for planning, directing, coordinating, and managing pre-kindergarten tough 12th grade educational programs on behalf of the Department of Defense (DOD). DoDEA is globally positioned, operating 181 accredited schools in 8 districts located in 12 foreign countries, 7 states, Guam, and Puerto Rico. DoDEA employs approximately 15,000 employees who serve more than 78,000 children of active duty military and DOD civilian families. The purpose of the contract is to provide bus safety aide and attendant transportation services for special needs students, Sure Start students, and pre-kindergarten tough grade 2 students attending DoDEA Pacific schools located within mainland Japan. Safety is of the highest priority entrusted to the contractor under this contract. The contractor shall perform all services in a safe, prudent and professional manner accepting full and sole responsibility for the prompt and proper delivery of services. The contractor shall provide all personnel including bus safety aides, bus safety attendants, supervision, services, supplies, and/or equipment necessary to provide services for DoDEA students within mainland Japan. Contracted services must be compliant with all DoDEA and Host Nation requirements for student transportation. This service may require specialized equipment including, but not limited to, special or adapted buses, lifts and ramps to provide transportation for students with disabilities. These services shall be in compliance with all of the Department of Defense and Host Nation requirements for student transportation. School buses will be provided by the government in support of this contract. The military force structure may change to increase or decrease in personnel, which in turn may increase or decrease ridership, routes, and bus commuting zones in schools within DoDEA. The Department of Defense Education Activity (DoDEA) intends to award on a competitive basis, under Federal Acquisition Regulation (FAR) Parts 12 and 15, a single award Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for mainland Japan Bus Safety Aide and Attendant Services, DoDEA-Pacific East District. Services will be for a 5-year period, which includes a Base Period of one (1) year and four (4) one-year Option Periods. DoDEA anticipates posting the solicitation on Contract Oppotunites on Beta SAM Late-May 2021. No information concerning the solicitation or requests for clarifications will be provided in response to telephone calls. Pursuant to Federal Acquisition Regulation (FAR) Part 10, the Department of Defense Education Activity (DoDEA) Procurement Office is currently conducting market research to identify companies capable of and qualified to to perform School Bus Safety Aide and School Bus Safety Attendant Services for students, pre-kindergarten tough grade 12, attending DoDEA Pacific mainland Japan district schools. The geographical scope of the Japan district includes Atsugi, Iwakuni, Misawa, Sasebo, Yokosuka, Yokota and Zama transportation areas. The DoDEA Pacific Japan District operates approximately 113 school buses servicing 21 schools during 183 school year days. The period of performance of services will begin 01 July 2021. This Request for Information (RFI) is issued solely for conducting market research and does not constitute a Request for Proposals (RFP), Invitation for Bids (IFB), Request for Quotations (RFQ), and does not obligate the Government to any current or future commitments. The Government will not pay/reimburse any costs or charges resulting from contractors responses to this RFI. If your firm is interested, capable, and qualified to provide these services, please submit written information supporting this capability. Capability statements shall consist of no more than 5 pages and include a cover page with the company’s name, business mailing address, point of contact, telephone number, Duns & Bradstreet Number (DUNS), and Commercial And Government Entity/NATO Code (CAGE/NCAGE).
