Solicitation Notice for Proliferated Low Earth Orbit (PLEO) Satellite-Based Services
The Defense Information Systems Agency (DISA) issued RFP HC101324R0001 seeking Proliferated Low Earth Orbit (PLEO) satellite-based services to provide worldwide, low-latency connectivity for Department of Defense partners and mission needs. This solicitation represents an "on-ramping event" to add contractors to the existing suite of twenty PLEO contracts previously awarded under the original 2022 RFP HC101322R0005. Offerors must submit separate technical proposals in PDF format and pricing proposals using the specified spreadsheet template, along with completed SF1449 forms, with all submissions required by the May 31, 2024 deadline. The resulting Indefinite Delivery/Indefinite Quantity (ID/IQ) contract will provide PLEO services and equipment at the task order level, requiring contractors to meet strict performance parameters including availability thresholds, end-to-end delivery latency standards, and comprehensive reporting requirements. However, this RFP has been cancelled as of October 14, 2025, with proposals previously evaluated on a rolling basis as they were received.
This solicitation does not utilize any set-aside designations and builds upon the existing PLEO contract suite of twenty previously awarded contractors who serve as the current incumbents. The maximum contract value is $900 million over a ten-year period, comprising a five-year base period from contract award to July 17, 2028, and one five-year option period extending to July 17, 2033, with a minimum guarantee of $2,000 per contractor. The contract requires facility and personnel security clearances for access to classified networks including SIPRNet and intelligence information, with contractors needing to provide operational packaged PLEO services, customer-specific services, and initial limited-use services prior to commercial operational capability. Performance will occur in the United States with worldwide service coverage requirements, and contractors must demonstrate capabilities across multiple service domains including weather monitoring, remote sensing, and global internet coverage while adhering to strict service level agreements and quality assurance surveillance plans.

Solicitation 2/2 11/22/23, 11:24 AM Pre-Solicitation Notice for Proliferated Low Earth Orbit (PLEO) Satellite-Based Services
This pre-solicitation notice provides advance information on the Defense Information Systems Agency's forthcoming solicitation for Proliferated Low Earth Orbit Satellite-Based Services. The agency intends to award multiple IDIQ contracts with a 10-year period of performance to procure emerging commercial worldwide low-latency PLEO services and capabilities in support of mission partners' operations. The RFP is expected to be issued on September 18th, 2022, and proposals will be evaluated using the lowest price technically acceptable source selection process outlined in FAR Part 15.
There is no set-aside designated for this procurement. The contract(s) will support PLEO satellite services under the primary NAICS code 517410 and PSC code D304. As multiple awards are anticipated for an IDIQ vehicle, total contract values will depend on task orders issued over the life of the contract but could reach hundreds of millions of dollars based on the agency's projected usage of emerging PLEO capabilities over the coming decade.
