Description
Impervious cover application tool development performance requirements: the contractor shall perform the following tasks to support the development and maintenance of the impervious cover application tool (icat): 1. Assist in developing a method to automate the retrieval of landsat data from a free data repository. A. Provide access to cloud free leaf on and leaf off landsat datasets b. Focus on mobile BAY and tampa BAY areas 2. Utilize matlab to implement algorithms provided by subject matter experts to compute percent impervious cover. These algorithms will include: a. Creating normalized leaf on and leaf off datasets b. Computing ndvi and normalized difference vegetation indices c. Computing PCA to determine brightness and greenness d. Computing tassel cap to determine brightness, greenness, and wetness e. Generating independent variable stack layers f. Utilizing nlcd impervious cover maps and landsat ndvi data to compute land cover change maps g. Developing regression equations to predict percent impervious cover using nlcd impervious cover training data and landsat based data products 3. Implement a google maps type graphical user interface for the impervious cover software. A. Allow users to select regions of interest for computing impervious cover b. Retrieve datasets required for impervious cover processing c. Execute matlab code to compute percent impervious cover d. Display maps, tables, and statistics generated by the impervious cover processing 4. Utilize cloud computing resources to run the matlab impervious cover algorithms. 5. Provide monthly releases of the impervious cover application tool for user feedback. 6. Incorporate user s requirements from feedback into the impervious cover application tool. Deliverables: 1. Monthly releases of the impervious cover application tool for user feedback 2. Project status reports and presentation materials as necessary 3. Matlab code used to implement the impervious cover algorithms 4. Software used to develop the impervious cover application tool GUI period of performance: the period of performance for this contract shall be from the date of this order and continue through sixteen (16) months.
