Description
National aeronautics and space administration/united states forest service NASA/USFS early warning system performance requirement: this SOW (statment of work) assigns tasks to the incumbent contractor to support the technical objectives of a fiscal year 2014 funded reimbursable project with the USDA (united states department of agriculture) forest service that is focused on the development of a forest health EWS (early warning system). NASA funded lockheed martin initially in february of 2006 under several task orders, most recently task order. Stennis space center has received funding for phase 7 of this project, and further lockheed martin support is required for phase 7. Lockheed martin has been supporting this project and has unique insight into the new tasks, with both forestry expertise and software architecture and development capabilities, specifically applicable to this project. The scope of this task includes labor, materials, travel, and training to complete the project requirements. The contractor shall perform the following tasks to support the production and maintenance of the early warning system (EWS) for vegetation monitoring based on an on-going modis data stream: 1. Support operations and maintenance of USFS EWS tools and applications for CONUS near real time (NRT) vegetation monitoring. A. Continue to support the generation of products, data, methods, and assessments for USFS use in development of EWS and for aiding current season aerial detection surveys (ADS) of forest disturbances b. Enhance the snow detection algorithms used in the generating CONUS NRT vegetation products. C. Investigate approaches using other ndvi values in place of the maximum ndvi for a give time window. D. Implement an adaptive length compositing approach for the emodis 24-day window forest change detection processing. This technique will use the best available date of emodis data composites so that the freshest quality date of data will be selected over older compositing dates if there are multiple high quality dates. 2. Support assessments of regional threats or disturbance events during the growing season. 3. Support operations and maintenance of USFS EWS tools and applications for generating annual phenology data a. Generate phenology products as the required modis data is available b. RE-generate historical products for use in generating CONUS near real time (NRT) vegetation monitoring c. Expand phenological product line to include higher order, derivative products of interest to USFS d. Generate a prototype EWS product comprising historical modis, assessing feasibility and estimate required resources necessary to produce EWS data products from the entire modis-ERA back to 2000. 4. Support EWS integration with fcav, brews, FTM, and FDM (and other decision support tools as applicable) 5. Collaborate with other USFS groups (e.g., threat centers, FHM, FHP, fhtet, FIA, and rsac) and state agencies as needed (e.g., for supporting aerial detection surveys (ADS)) to foster knowledge and adoption of the EWS) 6. Participate in USFS project status meetings and present work at relevant professional meetings where feasible. A. Present work status at two USFS project meetings. One meeting to be held at SSC and one at a USFS identified location b. Present work at one professional meeting/conference deliverables: 1. CONUS NRT vegetation products 2. Updated emodis data processing software 3. Annual phenology data for CONUS 4. Updated tspt and ppet software 5. Project status reports and presentation materials.
