About this award
This is a firm fixed-price delivery order awarded by the Federal Railroad Administration (FRA) to Decisiontek, LLC under the IT-70 schedule contract. The objective is to update and improve the Generalized Train Movement Simulator (GTMS) to explicitly model communications-based Positive Train Control (PTC) systems and measure their effects on Class 1 railroad network capacity. The successful contractor must demonstrate expertise in object-oriented software development, custom applications, and simulation tools verified by the railroad industry. Key requirements include modeling train movement and dispatching in complex railroad environments, simulating multiple braking algorithms, and quantifying network and dispatcher-induced train delay. The total potential value of the contract is $1,546,989.87, with a period of performance ending on January 31, 2021. This contract award does not have a set-aside designation.
Description
With this contract, FRA seeks to update and improve gtms to explicitly model communications-based PTC systems and measure their effects on class 1 railroad network capacity. The potential contractor must demonstrate a mastery for developing object-oriented software development, custom applications, and simulation tools that have been verified and validated by the railroad industry. The successful candidate will demonstrate a proven ability model train movement and dispatching within highly complex railroad operating environments, simulate multiple braking algorithms including adaptive braking; generate and manage records of time, position, and speed of each train, and quantify network and dispatcher induced train delay for all trains and by train type.
