Description

NASA/EPA project application of satellite remote sensing to development of water quality standards performance requirement: this SOW defines tasks to support the technical objectives of a FY 2012 FY2013 NASA funded project with the US environmental protection agency that is focused on the development of water quality standards of the estuarine and coastal regions of the gulf of mexico. This project will improve decision making by using NASA earth science products to link water clarity with SAV and coral condition. IT will focus specifically on providing spatially and temporally resolved measures of chlorophyll a concentration, suspended sediment concentrations, and water clarity, which can be used to quantify stressor-response relationships and reference conditions (two different approaches to criteria development). Measurements at appropriate scales and resolution are often impossible to obtain cost-effectively via conventional methods (i.e., in a boat). NASA data products include retrospective records, enabling this project to also make historical time-series available for quantification of chronic effects and singular events. The successful offeror shall have expertise in both NASA earth science product creation and the NASA/SSC/astpo software architecture and development capabilities, specifically applicable to this project. The required expertise includes application of atmospheric corrections to landsat data for creation of oceanographic products, processing modis data using NASA/seadas software, an understanding of the software architecture of the NASA/SSC time series product tools, and the analysis capability of the phenological parameter estimation tools. The scope of these tasks include labor, materials, travel, and training to complete the project requirements. The contractor shall perform the following tasks in support of this SOW over the expected period of performance of the project: 1.automate the modis data processing software. A.develop a graphical user interface to drive the data processing. B.streamline the data processing where possible. C.automate the modis data processing steps listed below:I.selecting regions of interest for data processing II.interfacing to the laads server to download modis data files III.processing the data with seadas IV.atmospheric correction of the data V.data product selection VI.generation of output data products 2.automate the landsat data processing software. A.develop a graphical user interface to drive the data processing. B.streamline the data processing where possible. C.remove the dependency on hard coded directories and data values D.automate the landsat data processing steps listed below: I.selecting regions of interest for data processing
