Description

SOW assigns tasks to the incumbent contractor to support the technical objectives of a FY 2010 funded reimbursable project with the USDA forest service that is focused on the development of a forest health EWS (early warning system) phase 1 of the NASA/USFS EWS project, and added tasks in 2007 and 2008 to support phase 2 and phase 3. SSC has received funding for phase 4 of this project, and further lockheed martin support is required for phase 4. Lockheed martin has been supporting this project and has unique insight into the new tasks, with both forestry expertise and software architecture and development capabilities, specifically applicable to this project. The scope of this task includes labor, materials, travel, and training to complete the project requirements.the contractor shall perform the following tasks:provide support for tspt and ppet software enhancements based on NASA and USFS prioritization. Potential enhancements include:modify tspt/ppet to process E-modis data products modify tspt/ppet to process avhrr data products modify tspt/ppet to generate avhrr compatible products from modis MOD13 data products develop tspt/ppet utility tool for `drilling down into source data enhance the ppet season curve fitting algorith implement code to fill in missing/bad pixels in ppet products provide support for now cast tspt/ppet processing add the ability to tspt/ppet for generating movies from tspt, ppet, and imagine time series data products develop a GUI for running the tspt augment ppet code and related phenological product line to include higher order, derivative products of interest to USFS investigate methods to optimize the tspt and ppet software for processing daily data products support collaborative investigation projects identified by NASA, USFS researchers and the EWS stakeholders.support formulation of project objectives and requirements assist in development of custom software required to support the projects perform processing required to generate data products to support the projects assist in evaluating data products and documenting results validate modis-based phenological parameter database products.work with NPN, NASA, and the USFS to validate phenological parameter database products for large homogeneous vegetation regions assist in validating DOY estimates for primary phenological parameters assist in validating DOY for specialty products (e.g., peak fall color)expand the modis-based phenological parameter database products.expand the modis MOD13 based phenology products to include coverage for north america and hawaii explore the use of modis MOD09 composite and daily data sets to generate phenology products explore the use of E-modis products for near real time applications explore the use of modis MOD11 data sets to generate land surface temperature (LST) and growing degree day (GDD) products to complement the phenology products participate in USFS project status meetings and present work at relevant professional meetings where feasible.present work status at two USFS project meetings.provide support for a manuscript on the development of the 250 meter CONUS vegetation phenology database from MOD13 ndvi time series data.provide documentation on the capabilities and algorithms of the support creation of the next generation phenological parameters support generation of phenological data layers using MOD13 collection 5 data covering CONUS for the years 2000-2008. The next generation product will utilize the day of year (DOY) information contained in the MOD13 product to improve the temporal accuracy of the data points.assist in evaluation and validation of phenological products.support USFS personnel in integrating phenological products into the first EWS.CONUS.period of performance:1 year.
