The period of performance will be a base period of twelve (12) months with four (4) one-year option periods to begin on or about April 1, 2013. The contract type will be Firm-Fixed-Price for standard monthly services with an Indefinite-Quantity provision for additional services.Offerors will be expected to provide all management, supervision, labor, materials, equipment, and supplies necessary to perform Full Maintenance services. Offerors will also be expected to enhance building operations in terms of energy conservation and water consumption, recycling programs, and the utilization of green products and services.The facilities that will be covered by this solicitation encompass approximately 427,594 aggregate square feet in five (5) facilities (facilities range in size from approximately 7,304 square feet to 182,774 square feet).In accordance with FAR 52.219-6, this procurement will be a TOTAL SMALL BUSINESS SET-ASIDE. At the time that an offeror submits its offer, it must represent to the Contracting Officer that it is a Total Small Business concern under the North American Industry Classification System (NAICS) 561210 with the small business size standard of $35.5M. A joint venture will be considered for award as long as each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement and the joint venture is registered within the System for Award Management (SAM) at the time the joint venture submits its offer under this solicitation. The Government will recognize the integrity and validity of the joint venture, provided, the arrangements are identified and company relationships are fully disclosed in an offer, or, for arrangements entered into after submission of an offer before the arrangement becomes effective. Added: Jun 21, 2012 8:44 am The General Services Administration, Public Building Service Region 7, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support Full Maintenance services in the following four west Texas cities: Amarillo, Lubbock, Midland, and San Angelo. The J.M. Jones Federal Building in Amarillo has a gross area of 68,178 square feet; the G.H. Mahon Federal Building/Courthouse in Lubbock has a gross area of 182,774 square feet; the G. Mahon Post Office/Courthouse in Midland has a gross area of 114,455 square feet; the maintenance garage in Midland has a gross area of 7,304 square feet; the O.C. Fisher Federal Building/Courthouse in San Angelo has a gross area of 54,883 square feet. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561210; the associated small business size standard is $35.5 million. The requirement contemplated herein encompass approximately 900,000 aggregate square feet among four buildings.In addition to custodial services such as cleaning, window washing, trash removal, recycling, landscaping, and maintaining a building, the Contractor shall provide management, supervision, labor, materials, equipment, and supplies for operations and maintenance services, scheduled and unscheduled maintenance, and repair of equipment and systems located within the property line of the building(s) listed above, to include the following: 1. Electrical systems and equipment.2. Mechanical, plumbing, energy management control systems (EMCS) equipment, BAS systems and equipment, heating ventilation and air conditioning (HVAC) systems and equipment.3. Fire protection and life safety systems and equipment.4. All control systems that are within the scope of this contract.5. Architectural and structural systems, fixtures, and equipment within the site (to include existing easements and right of ways).6. Service call desk operations, to include record keeping using a computerized maintenance management system (CMMS) as well as other administrative functions.7. Maintenance of landscape irrigation systems. 8. Locks, keys, keycard systems, keycard panels and associated equipment, cipher locks, combinations locks, and including but not limited to all permanent safety fixtures such as perimeter planters.9.
