The analysis will assess the level of protection provided by the building's existing blast film window retrofits and provide recommendations for minimum Level 3 protection in all occupied areas and Level 2 protection for the child care center. The assessment will also evaluate options for replacement windows to incorporate blast-resistant features. This delivery order was issued under the GSA's Recovery Act program to make federal buildings more energy efficient and secure.
Description
Recovery. Robert a. Young federal building, 1222 spruce, ST. Louis, MO 63103 - RAY arra blast study - IMO00090 provide blast mitigation analysis for the RAY building in accordance with attached scopes of work for the blast & progressive collapse mitigation analysis. Although the attached scope of work references both blast and progressive collapse mitigation, only a blast study is being required at this time. The RAY building is located immediately adjacent to two streets with limited setback, and is also close to an elevated highway and railroad tracks. A child care center is located on the first floor, with an elevated outdoor playdeck. The main ten story portion of the building is fully occupied, and the windows in the occupied portion of the building currently have a daylight application of blast film with a structural silicone bead. The windows in the unoccupied tower portion do not have a blast film treatment. All of the existing windows are single glazed with aluminum frames. An option is currently being developed for replacement of all windows in the building with energy efficient windows with a more historically appropriate appearance. The blast mitigation analysis / window vunerability assessment (AKA blast study) shall include: determination of the level of protection provided by the current blast film existing window retrofits: up to three recommended treatments and estimated costs to reach a minimum level 3 of protection in all occupied areas, with a minimum level 2 protection for the child care center. Replacement window upgrades: two to three recommended treatments and estimated associated costs to be incorporated into any window replacements to achieve a minimum level 3 of protection in all occupied areas, with a minimum level 2 protection for the child care center. Systems to be considered shall include but not be limited to internal catch systems, and laminated glass, insulating glass units, new frames, a secondary interior blast resistant window and/or blast curtains/shields. Study shall consider the relative impact of various blast treatments on tenant disruption and constructability, length of construction, interior and exterior appearance of the windows, and impact on quality of views and daylighting. The AE performing the blast study is required to coordinate findings with the AE designing the replacement windows, team four in association with wiss janey elstner.
