Description
The volpe center, office of multimodal logistics enterprise (RVT-52) has a marine domain awareness lab (MDA) that develops, tests, deploys and provides post-deployment technical support for vessel traffic monitoring systems for the US navy. These systems have been installed in both africa and mexico. Currently, the volpe center has already successfully instituted 37 AIS sites using standard suite of radio and IT equipment in mexico. One of the components of the system being deployed is a high sensitivity, long range, automatic identification system (AIS) radio receiver. These radio units are compatible with US navy (USN) and unites states coast guard (USCG) communication standards and are in compliance with the configuration control requirements of previously volpe deployed systems in mexico. The volpe mssis/MDA lab maintains a configuration controlled development, test and diagnosis site composed of the same components as deployed in the field. Having a development environment that is under configuration control management allows them to develop software to a single configuration standard and to field technical service calls using a single base configuration. A development environment without configuration management would require the MDA lab to develop new and unique software to multiple standards, maintain multiple development configurations and documentation as well as require additional training to respond to technical service calls alternate radios systems could not be integrated into the configuration control environment without incurring additional costs for establishing a second development, test and diagnosis environment and a complete retraining of mexican navy radio systems personnel. The receivers purchased under this procurement will serve as mexico s spare parts inventory. Since the host country is responsible for system maintenance and network sustainment support after the sites are declared operational, the host country will not accept a non-uniform equipment suite. IT is imperative that we not jeopardize the successful completion of the project, and the positive momentum of U.S. And mexico maritime collaboration initiatives.
