This is not a request for proposal. The anticipated acquisition is for a five-year (no options), firm-fixed-price (FFP), ID/IQ construction contract for Painting and Coatings Services. The Government intends to issue a single solicitation and make a single award. Individual task orders to be issued against the basic ID/IQ contract will vary in size and complexity, ranging from $2K to $2M.The anticipated ID/IQ contract is for painting and coating requirements at Edwards Air Force Base (AFB), CA as well as Air Force Plant 42 (in Palmdale, CA) and NASA (Military Family Housing at Edwards AFB is privatized and excluded from the scope of this contract). The Contractor shall furnish all management, personnel, vehicles, supplies, equipment, etc. required to perform work such as, but not limited to: applying paint; priming and applying/maintaining protective coatings on various facilities, surfaces, water/fuel tanks, monuments, and signs; abatement of lead and asbestos; and minor drywall, plumbing, and electrical work.This acquisition will be a competitive acquisition set aside for the 8(a) Program IAW FAR 19.805, as supplemented. The North American Industry Classification System (NAICS) code for this effort is 238320, Painting and Wall Covering Contractors, with a size standard of $15M. The Service Code is Z2JZ, Repair or Alteration of Miscellaneous Buildings.A pre-proposal conference, site visit, and Base tour will be conducted following the formal solicitation release. The pre-proposal conference will address key areas of the solicitation, the site visit will be for the initial task order project (seed project), and the Base tour will allow prospective offerors to view the Edwards AFB design standards. The conference/site visit/tour information will be posted with the formal solicitation, and all questions and answers following the conference/site visit/tour will be posted to FedBizOpps with the solicitation notice.A formal written solicitation is anticipated to be posted to FedBizOpps for 30 calendar days on or around 19 Jun 2017 under solicitation number FA9301-17-R-0008. Added: Dec 21, 2016 4:35 pm The Directorate of Contracting's Contracting Construction Section (AFTC/PZIOC) at the Air Force Test Center at Edwards AFB, CA is conducting preliminary planning market research in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10 to obtain information from potential eligible and interested contractors for an anticipated five-year, firm-fixed-price (FFP) indefinite delivery/indefinite quantity (ID/IQ) construction contract for a broad range of painting and coating requirements. The associated North American Industry Classification System (NAICS) code is 238320, Painting and Wall Covering Contractors, with a small business size standard of $15M. The Service Code is Z2JZ, Repair or Alteration of Miscellaneous Buildings. IAW FAR 19.203(c), the anticipated acquisition will be a competitive 8(a) Program set-aside since the requirement has been accepted by the Small Business Administration under the 8(a) Program. The Government is particularly interested in determining if there are certified 8(a) vendors with a bona fide place of business located in the State of California who are interested in and capable of meeting this requirement. Description of Work: The Contractor shall furnish all management, personnel, vehicles, supplies, equipment, etc. required to perform work such as, but not limited to: applying paint; priming and applying/maintaining protective coatings on various facilities, surfaces, water/fuel tanks, monuments, and signs; abatement of lead and asbestos; and minor drywall, plumbing, and electrical work, at Edwards AFB, including the Air Force Research Laboratory, Air Force Plant 42 (in Palmdale, CA), and other tenant organizations. Military Family Housing at Edwards AFB is privatized and excluded from the scope of this effort. The selected contractor will be required to hold a California Contractors State License Board issued class B contracting license, and will be responsible for ensuring that any subcontractors hold a class C33 contracting license. AFTC/PZIOC requests that responsible, capable, and interested 8(a) vendors submit a response to this sources sought with the information below: •1. Company name, CAGE code, and DUNS Number; •2.
