PRE-SOLICITATION NOTICE: FA8903-20-R-0014, NorCal Region Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS)
This pre-solicitation notice is for Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) located in the Northern California region. The 772nd Enterprise Sourcing Squadron intends to award a single Indefinite Delivery/Indefinite Quantity contract with a 10-year period of performance. The range of activities will include various environmental restoration services and construction necessary to maintain regulatory selected remedies, implement optimization efforts, and advance sites to completion in a cost-effective manner as outlined in the forthcoming Performance Work Statement. Evaluation will be based on an offeror's ability to achieve Performance Objectives at these BRAC installation sites.
The acquisition is a total small business set-aside. The NAICS code is expected to be 562910, with a Professional, Scientific, and Technical Services product service code. The previous approach contemplated a combined solicitation across six regions, but the anticipated approach is now six separate Requests for Proposals to be released regionally. All offerors will be eligible for award in any of the six regions they propose. No award values or timelines were provided in this pre-solicitation notice.

Award Notice 3/4 8/26/20, 6:01 PM Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) ID/IQ NorCal Region
The Department of the Air Force Materiel Command Installation and Mission Support Center is seeking approval to increase the contract ceiling for an existing Indefinite Delivery/Indefinite Quantity contract (FA8903-20-D-0002) with Cape Environmental Management, Inc. (CAPE) from $90.3 million to $120.309 million, representing a $30.009 million increase for continued Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services in Northern California. The contract provides comprehensive environmental remediation services including site characterization, soil and groundwater contamination treatment, hazardous materials handling, and regulatory compliance support at three former Air Force installations: Castile, Mather, and McClellan in California. The justification for the sole source award cites CAPE's unique qualifications as the incumbent contractor and argues that only this firm can provide the required services without causing unacceptable delays or jeopardizing statutory obligations under CERCLA and the National Contingency Plan, particularly given evolving EPA requirements for chemical contamination levels and PFAS analytical methods. Although a Sources Sought notice posted in October 2025 received 15 responses from firms with general environmental capabilities, the technical evaluator determined that none could assume the complex, in-progress tasks without causing unacceptable programmatic and fiscal failures. The original contract was awarded competitively as a 100% Small Business Set-Aside on August 26, 2020, with an ordering period expiring August 25, 2028, and total performance extending through August 25, 2030.
