About this award

The Air Force Research Laboratory issued a delivery order to Bluehalo, LLC on September 20, 2023, with a ceiling value of $14.99 million under a cost-plus-fixed-fee pricing structure for biotechnology research supporting human health and performance.

The order is issued under the FRESH (Functional Responsive Experimentation for Systems and Humans) IDV, an Air Force Research Laboratory indefinite delivery vehicle with a $150 million ceiling through June 15, 2027, established to fund biotechnology and biomaterials research, responsive materials development, and human factors experimentation. Place of performance is Kettering, OH 45432. The ultimate completion date for this delivery order is August 26, 2027.

The work encompasses development of custom neuronal stimulation protocols to control neuronal firing patterns and integration of neuronal culture systems into a digital simulated cockpit environment for iterative analysis of decision-making, learning, and memory. A second technical thrust applies deep topological modeling and explainable machine learning to analyze multi-modal datasets from human neurovascular unit-on-a-chip models exposed to hypoxia conditions, simulating brain-specific hypoxia, hyperoxia, and normoxia to support development of interventional and countermeasure strategies. A third element conducts a prospective human-subjects study enrolling 60 participants to measure training and transcutaneous vagal nerve stimulation effects using functional MRI and modified sensorimotor task protocols.

Bluehalo subcontracted with Priority Designs, Inc. (neuronal stimulation protocol development); Mined XAI LLC (deep topological modeling and machine learning analytics); and KBR Wyle Services, LLC (human-subjects research coordination and fMRI study execution).
