Added: Sep 06, 2012 1:29 pm IAW FAR 5.705(b), the following information is provided as post award synopsis. RFP #FA8523-11-R-30155 was issued on 30 JUN 2011 to procure Contractor Logistics Support Services in support of the AN/AAQ-33 Sniper XR Advanced Targeting Pod Program. The services will include Availability Support (which includes Contractor Logistics Support and Program Management Support Requirements), Test Equipment Maintenance/Calibration tasks, resolution of diminishing manufacturing sources (DMS), operational flight program (OFP) upgrades and test, host platform integration, aircrew and maintenance training, site activation, technical manual and repair data documentation, over and above repairs, studies, and support of potential additional organic depot repair capability. Contract number FA8523-12-D-0004 was awarded on 29 AUG 2012 with 98% FFP pricing arrangements and minimal CPFF and T&M arrangements representing 2% of the total requirement. The contract was not awarded competitively. The award was made Sole Source to Lockheed Martin Missiles and Fire Control because the contractor is the developer and prime Sniper ATP integrator, the contractor posses the technical data not available to the Government or other contractors, and the contractor uniquely possess the personal, facilities, and equipment necessary to sustain the Sniper ATP fleet. The place of performance for this contract will be 5600 Sand Lake Road #MP-174, Orlando, Florida 32819-8907 and Building 640, Door X19, Page Road, Robins AFB, Georgia 31098-1638. Added: Apr 26, 2011 12:11 pm This synopsis is to announce that the Warner Robins Air Logistics Center (ALC), Robins AFB, GA, intends to solicit and negotiate, on a sole source basis, services to perform sustainment, logistics, and associated management support of the AN/AAQ-33 Sniper Extended Range (XR) Advanced Targeting Pod (ATP) program for the Air Force. The instant sustainment contract will provide contractor logistics support to include repairs, program management, maintenance and calibration of support/test equipment, resolution of diminishing manufacturing sources and deficiencies, operational flight program (OFP) upgrades and test, host platform integration, site activations, aircrew and maintenance training and other training as required, technical manual source data documentation, studies, over and above work as necessary, repair data, and support of potential additional organic depot repair capability under an existing partnership with Lockheed-Martin Missile and Fire Control (LMMFCO).The Government intends to solicit Lockheed-Martin Missile and Fire Control-Orlando (LMMFCO), 5600 West Sand Lake Rd, No. MP-265, Orlando, FL, 32819 for the services described herein. CAGE code 04939. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The Government does not own or possess rights to reprocurement data to facilitate competitive procurement of the instant sustainment services from any other source.The instant contract is anticipated to be awarded as an Indefinite Delivery, Indefinite Quantity type instrument with provisions for Firm Fixed Price, Cost Plus Fixed Fee, and limited Time and Materials Contract Line Items (CLINs). The approximate award date is 30 June 2012. A solicitation, number FA8523-11-R-30155, will be issued on or about 15 June 2011. This proposed CLS contract is for a basic five year ordering period. The place of contract performance will be at Lockheed-Martin Missile and Fire Control-Orlando (LMMFCO), 5600 West Sand Lake Rd, No. MP-265, Orlando, FL, 32819, and at Warner Robins Air Logistics Center (WRALC), Robins AFB, GA, 31098.This synopsis is NOT to be construed as a commitment by the Government, or as a Request for Proposals. A determination by the Government whether or not to compete the instant contract based upon an assessment of responses to this notice is solely within the discretion of the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors not sufficiently addressed by the Contracting Officer.
