Termite Inspection and Treatment Services - Andersen AFB, Guam
Pacific Air Forces seeks termite inspection and treatment services for Andersen Air Force Base, Guam, with proposals due September 5, 2025 at 12:00 P.M. Chamorro Standard Time and questions due August 11, 2025 at 4:00 P.M. ChST. This is a 100% small business set-aside, firm-fixed-price contract.
Place of performance is Yigo, Guam, covering approximately 729,349 square feet across 156 facilities including storage facilities, halls, dining facilities, and high-explosive storage igloos. The contract requires comprehensive Integrated Pest Management services: routine inspections, corrective and preventative treatments, termite baiting system installation and monitoring, and emergency response. The contractor must develop an environmentally responsible IPM plan prioritizing non-chemical methods, identify termite species, and comply with Air Force Base Environmental Requirements, Guam Environmental Protection Agency Standards, and U.S. Federal Regulations. Services are performed Monday through Friday during standard working hours.
The Period of Performance includes a base year not to exceed 12 months from award, followed by two one-year option periods and a discretionary six-month extension. NAICS is 561710, Exterminating and Pest Control Services, with a small business size standard of $17.5 million. PSC is S207, Housekeeping—Insect/Rodent Control.
Evaluation uses Lowest Price Technically Acceptable methodology: Technical Acceptability is pass/fail, Past Performance is acceptable/unacceptable, and Price determines award. The government will compute Total Evaluated Price across base and option years. Award will be made without discussions unless the government deems discussions necessary.
Contractors must provide, within 15 days of award, Comprehensive General Liability insurance ($500,000 per occurrence), Automobile Liability ($200,000 per person; $500,000 per occurrence for bodily injury; $20,000 for property damage), Workers' Compensation as required by federal law, and Employer's Liability Coverage ($100,000), maintained throughout the performance period with 30 days' written notice of cancellation or material change.
