This is a solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is FA4814-16-R-0011 and is hereby issued as a Request for Proposal (RFP) using FAR Part 12, Acquisition of Commercial Items. The 6th Contracting Squadron, MacDill AFB, Florida, requires the following: The contractor shall provide personnel to perform the work as defined in this Performance Work Statement (PWS) in support of United States Central Command (USCENTCOM) and United States Special Operations Command Central (USSOCCENT), MacDill AFB, FL, and United States Special Operations Command, MacDill AFB, FL, to provide Freedom of Information Act Support Services. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87 effective 06 Apr 2016, DFARS DPN 20160325, effective 25 Mar 16, and AFFARS AFAC 2015-1001 effective 01 Oct 2015. The North American Industry Classification System code (NAICS) is 541611, Administrative Management and General Management Consulting Services with a Small Business Size Standard of $15M. This requirement is being solicited as 100% 8(a) small business set aside. A firm fixed priced indefinite quantity indefinite delivery contract will be awarded. All interested parties must bid on all items. Synopsis: This is the pre-solicitation notice for Freedom of Information Act (FOIA) Support services for United States Central Command (USCENTCOM) and United States Special Operations Command Central (USSOCCENT). The major element of this service includes non-personal services required to provide support for Freedom of Information Act (FOIA). Under FOIA and Privacy Act (PA), USCENTCOM and USSOCCENT review, analyze, and process approximately 375-425 requests annually in accordance with (IAW) 5 U.S.C § 552a, and applying Executive Order (EO) 13526, Classified National Security Information as required. Additionally, USCENTCOM and USSOCCENT provide mandatory declassification reviews (MDR) IAW the provisions of EO 13526, which requires review, action tracking and administrative support for approximately 100 Mandatory Declassification Review (MDR) cases per year. There is a records lifecycle governing the creation, use, and disposition of classified and unclassified information within USCENTCOM and USSOCCENT, including, but not limited to, the accession of records to the National Archives and Records Administration (NARA).The performance period is one base year from 19 July 2016 to 18 July 2017 and four one-year option periods. The procurement is an 8(a) small business set-aside. The applicable North American Industry Classification Systems Code (NAICS) is 541611 (Administrative Management and General Management Consulting Services) and the related small business size standard is $15 million.A contract with options will derive from the solicitation. The solicitation is anticipated to be issued on or around 19 April 2016. Notification of any revisions to the solicitation will be provided via the Federal Business Opportunities website at http://www.fbo.gov. Procurement documents will not be directly provided in a paper hard copy format or compact disc format. It is the responsibility of the contractor to check the FBO website daily for any posted revisions made to the solicitation. The solicitation will be available for all interested parties to download from the FBO website. The closing date, time, and submission information will be included in the solicitation document. By submission of an offer, the offeror acknowledges that a prospective awardee must be registered in the System for Award Management database at http://www.sam.gov prior to award, during performance, and through final payment of any contract resulting from this solicitation.
