Added: Jun 06, 2013 7:47 pm The 30th Contracting Squadron, Vandenberg AFB, CA will host an Industry Day for the Base Paving Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract on 18 June 2013 at 9:00 AM Pacific Time.This acquisition shall be set-aside 8(a) competitive and for contractors with an Small Business Administration (SBA) bona-fide office located in the state of California under NAICS code 237310 Highway, Street, and Bridge Construction in accordance with FAR 19.804-2(a)(5), and FAR 19.805-1. The size standard is $33.5M.The purpose of this Industry Day is to collect feedback on the posted draft Base Paving solicitation and specifications. Industry Day attendance is not mandatory for contractors interested in the Paving program. Added: Jul 18, 2013 6:57 pm This acquisition is an 8(a) competitive set-aside for contractors with a bona fide location in the state of California for a Base Paving firm fixed price Indefinite Delivery-Indefinite Quantity (IDIQ) Contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 237310. All other firms are deemed ineligible to submit offers. The small business size standard is $33,500,000.00. The work requirements to be performed by the offerors will consist of, but are not limited to, a broad range of paving repair, alteration, maintenance, and new paving construction Vandenberg Air Force Base (VAFB), CA with a few projects at Pillar Point in San Mateo County CA. All work shall be in conformance with the requirements of the contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical support), items and incidentals necessary thereto. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. During the contract period, the 30th Civil Engineering Squadron will identify road/paving projects for issuance of individual task orders for each project. The task orders may be for minimal design build or build only. The contractor will provide a statement of work, drawings, and a cost proposal as indicated in each task order request. All price proposals will use the Facilities Construction Cost Data by RS Means (CostWorks software) multiplied by the contractor's coefficient. Individual task orders will vary in size and complexity. The task orders will include, but are not limited to trades, such as grading, sub base and base course, Asphalt Cement (AC) and Portland Cement Concrete (PCC), micro-paving, sealing, markers and striping, street and parking lot lighting and signaling; drainage maintenance repair and minor construction includes, but is not limited to, culverts, swales, headwalls, slope modification, shoring, anchoring, retaining walls, soil stabilization, irrigation and re-vegetation on various real property facilities covered under this contract, including design and engineering services incidental to construction. Period of Performance: The performance period is one (1) base year with four (4) option years. The guaranteed contract minimum is $5,000.00 for the base year, with no minimum guarantee for any option period. The maximum contract value is $30,000,000.00 for the life of the contract. The Government intends to award tee (3) contracts based on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be issued via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Added: Nov 28, 2011 6:58 pm The 30th Contracting Squadron is publicizing this SOURCES SOUGHT NOTICE to gather industry information with respect to a 5-year Multiple Award Base Paving contract at Vandenberg AFB, CA. No solicitation is being issued at this time. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB), and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result. The Air Force will not be responsible for any costs incurred by interested parties in responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the Federal Business Opportunities website (https://www.fbo.gov/). Interested Parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates and/or amendments.The government is seeking to identify qualified, experienced, and interested 8(a) small businesses located in California capable of performing the type of work as described herein. The following North American Industry Classification System (NAICS) code applies to this request of information: 237310 (Highway, Street, and Bridge Construction). The size standard for this NAICS code is $33,500,000. The description of work will be identified in each individual task order. The new proposed contract would consist of multiple, firm-fixed-price, indefinite-delivery, indefinite-quantity vehicle to execute a broad range of non-complex paving projects for maintenance, alteration, or repair of real property at Vandenberg Air Force Base, California and its associated sites. Each contractor will be required to furnish all materials, equipment, transportation, and personnel necessary to manage and accomplish projects. In general, contractors would be given fair opportunity to compete for projects described in individual task order solicitations and would be expected to accomplish a wide variety of tasks in the industry trade including, but not limited to excavation, preparation and stabilization of sub-grade soils including the use of geosynthetic reinforcement prior to placement of pavements; providing riprap, geotextiles CSP, aluminum and HDPE storm drains to prevent erosion; stabilization of slopes with geotextiles, drilled piers, tiebacks, timber lagging, jet grouting, and providing sub-drain systems; portland cement paving shall include concrete sidewalks curbs and gutters, the repair of runway slabs along with jet fuel resistance joint seal, rubber removal, airfield and taxi paint markings; asphalt concrete paving shall include providing CALTRANS class II aggregate base, pavement markers, stripping, pavement fabric the patching and sealing of cracks in existing asphalt concrete pavements on various roads, sites, elevations, sections and any incidental related work on Vandenberg Air Force Base, California.
