Added: Dec 08, 2009 12:31 pm The purpose of this synopsis is to notify potential offerors of the U.S. Environmental Protection Agency (EPA), Office of AcquisitionManagement?s (OAM) intent to issue a solicitation to provide missionsupport services for the Office of Solid Waste and Emergency Response(OSWER), Office of Resource Conservation and Recovery (ORCR). Theseservices will support ORCR in developing and implementing programs toprevent, reduce, and manage solid and hazardous waste to protect publichealth and the environment and to conserve valuable resources. It is the Government?s intent to award multiple indefinitedelivery/indefinite quantity contracts from this solicitation using fulland open competition. The resulting contracts will contain fixed ratesfor labor. The government may issue either time-and-materials (T&M) orfirm-fixed-price (FFP) task orders. The anticipated ordering periodincludes a twenty-four (24) month Base Period and tee-twelve (12)month option periods with a maximum potential ordering period totalingsixty (60) months. The total estimated Level of Effort hours for allcontracts awarded for this requirement is 300,000. The North AmericanIndustry Classification Standard (NAICS) code for this procurement is541620, Environmental Consulting Services, with a size standard of $7M.The solicitation for this procurement is anticipated to be released onor about February 2010 and proposals will be due thirty days from theposting date. This procurement will be conducted under FederalAcquisition Regulation (FAR) Part 15-Contracting by Negotiation. Contract award will bemade using a best value approach, with technical capability being ofgreater importance than cost or price.
