Added: Jun 17, 2015 9:19 am In accordance with FAR 5.2, U.S. Environmental Protection Agency (EPA) Region 4, Atlanta, GA intends to issue a solicitation for the award of ERRS IV contracts for EPA Regions 5 and 6. The purpose of the ERRS contract is to conduct emergency responses, time-critical and non time-critical removals and remedial actions with respect to the release or teat of release of oil, hazardous and toxic wastes, petroleum products, hazardous substances, or pollutants, contaminants or fire or explosion hazards, that pose an actual or potential teat to human health or welfare, or the environment. This procurement will also include the cleanup for incidents involving weapons of mass destruction, acts of terrorism, and nuclear, biological and chemical incidents. The contracts will cover the seven States in Region 5 (Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin) or the five States in Region 6 (Arkansas, Louisiana, New Mexico, Oklahoma, Texas). The contracts will have a five (5) year base period with no option period for a total period of performance of 60 months. There is the potential for tee (3) Indefinite Delivery/Indefinite Quantity, Time and Materials contracts to be awarded under this solicitation which is a Total Small Business Set-aside; however, the EPA reserves the right to award only one (1) contract under this solicitation for each Region. The North American Industry Classification System (NAICS) Code for this procurement is 562910, Environmental Remediation Services, with a Small Business Size Standard of 500 employees. Potential offerors are advised that current Region 5 or Region 6 Superfund Technical Assessment and Response Training (START) contractors or START team subcontractors will not be eligible for an ERRS contract award within the same Region due to organizational conflict of interest concerns.
