Description

The region is seeking expert review of the draft updated guidelines to ensure technical accuracy and current approaches to water efficiency and conservation assessment. Region 4 is seeking to produce guidance that will help gauge whether water systems are on track to be optimally managing water resources, and whether proposed water supply projects represent responsible use of public resources, so as to minimize impacts to the environment. When projects are proposed for clean water act section 404 permitting, two key aspects of review concern purpose and need, and an analysis of alternatives to ensure that the least environmentally damaging practicable alternative is selected. Because creating impoundments for storage of water often floods wetlands and streams, and because withdrawals alter hydrologic regime and many characteristics of aquatic resources, reviewing aspects of water conservation and efficiency assesses whether the projected supply-demand GAP is reasonable, and whether there might be alternatives (alone or in combination) that could meet the projected need with less damage to the environment. Elements of the guidelines include 1) accounting of water system management (auditing, data validity, non-revenue water); 2) water loss minimization (infrastructure leakage, economic level of loss, loss control program); 3) metering; 4) conservation rate structure; 5) end use conservation and efficiency analysis; and 6) water conservation and efficiency planning.
