THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is conducting this market search to determine the capabilities of potential small business sources in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. The EPA Office of Research and Development (ORD) has a requirement for contractor(s) to provide external peer reviews of Agency products. These external peer reviews may be both scientific and technical in nature. The successful contractor(s) shall provide all necessary labor, materials, services, equipment and facilities in support of the efforts delineated by the draft Performance Work Statement (PWS). A draft PWS can be obtained from the OAM website, http:www.epa.gov/oam/cinn_cmd/. Specific areas to be addressed in capability packages submitted by respondents are as follows : Capable to perform at a minimum 20 peer reviews simultaneously involving scientific/technical peer reviews of documents and materials related to the following topics: 1) complex chemical-specific hazard assessments; 2) background documents that include toxicological reviews on hazard identification, dose-response information and risk characterization, human health and ecological risk assessments, can cer and non-cancer assessments provisionally developed for Superfund Risk Assessors, and various advanced statistical methodologies applied to hazard assessment modeling; 3) research plans and proposals dealing with the application of state-of-the-science approaches for conducting hazard assessments; 4) scientific and technical reviews; 5) Agency work products; and 6) preparation of instructional materials to communicate highly technical guidelines and standards related to health or the environment. It is anticipated that the solicitation will contemplate a multiple award performance-based indefinite delivery/indefinite quantity task order contract(s). Task orders may be issued on a firm-fixed-price or time-and-materials basis. On rare occasions task orders may be issued on a cost plus fixed fee (CPFF), level of effort, completion or term basis. The ordering period established under the contract(s) will be five years. The applicable NAICS code is 541990 (All Other Professional Scientific, and Technical Services) with a size standard of $7 million in annual receipts. ANY INTERESTED SMALL BUSINESS may submit a capability statement which clearly demonstrates its management, scientific and technical capabilities to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, responders should provide their size status for the above referenced NAICS, (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. A separate synopsis will be issued in advance of any Request for Proposal (RFP).

Added: Mar 20, 2012 4:34 pm The EPA has a need for experienced and qualified contractors to provide peer review and assessment activities for the Office of Research and Development (ORD). The scope of this contract is intended to be broad-based, encompassing the full array of peer review services as well as the planning, arranging, administering, and conducting of workshops and meetings in support of the formal peer review process. Contractors will provide all necessary personnel and services to support the type of actions described in the Performance Work Statement (PWS). Peer reviews will substantially be technical and scientific, related to the EPA's mission. Contractors will also develop documents and issue papers on mission related topics, prepare instructional material to communicate the purpose and scope of the EPA's guidelines and provide literature searches in related topical areas. The Government anticipates the award of up to tee multiple award IDIQ contracts that will have a five year ordering period where the successful contractors will compete for task orders that will be awarded on a firm fixed price or fixed rate time and material basis. The aggregate maximum dollar value of the contracts awarded will be approximately $9,000,000 while the minimum the EPA will order is $100,000. The applicable North American Industry Classification System (NAICS) code is 541620 Environmental Consulting Services with a size standard of $14 million. The anticipated solicitation release date is expected to be in April, 2012 and the close date will be approximately 30 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside. Award will be made using the Lowest Price Technically Acceptable source selection process. Interested parties are expected to monitor the status of the RFP and to download the solicitation and any subsequent amendments from this website.
