About this award
This federal contract award was issued by the National Highway Traffic Safety Administration (NHTSA), a civilian agency within the U.S. Department of Transportation, to Toxcel LLC, a self-certified small disadvantaged business. The $81,494.10 cost-plus-fixed-fee contract is a delivery order under NHTSA's Behavioral Traffic Research Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The purpose of this project is to determine if the installation of seat belts on school buses has any indirect effects on safety. The research will identify existing studies on this topic, contact localities planning to install seat belts, and evaluate the impact of an education component for bus drivers, students, parents, and school officials on seat belt usage. This contract is not set aside for any specific business category.
Description
Title: indirect effects of school bus seat belt install purpose: this goal of this project is to determine if use of seat belts on school buses has indirect effects on safety. The project begins by identifying existing research on the topic to determine what indirect effects have been noted and the methods used to study the changes, if any. The next step would involve contacting localities that are planning to install seat belts on school buses in their district to gauge their interest in participating in the research project. IT is important to use a locality that has already ordered new buses with seat belts or is retrofitting current buses with seat belts, but has not placed the school buses in service. This will ensure a baseline measure of possible indirect effects is captured. This project would also require that the selected jurisdiction plan to implement an education component for bus drivers, students, parents, teachers, and other school officials to emphasize the importance of using seat belts on school buses.
